Mr. Hailey provided Business Development, Proposal Development, Proposal Management, Business Strategy, Program Management and Program Operations support. His efforts contributed to two prime contract wins in less than two years, as well as several subcontract wins, which more than doubled the total company revenue. Mr. Hailey successfully managed the largest program with more than half of the company personnel and revenue. His efforts were instrumental in accomplishing a complicated transition of 55 personnel in four geographically-dispersed locations in a 12 day period. Mr. Hailey ran the daily operations of the Information Technology and Communications (IT&C) Sector of 70 personnel, 20 contracts and annual revenue in excess of $11 million. In this capacity, he was the Deputy Sector Manager. Customers included: SPAWAR, PEO C4I, PEO Space Systems, PEO JTRS, SSC Pacific, Naval Satellite Operations Center (NAVSOC) Pt. Mugu, Space and Missiles Systems Center (SMC) Los Angeles, and the Air Education and Training Center (AETC) San Antonio. Mr. Hailey was responsible for execution of current contracts, capture of new business, and daily contractual, financial and personnel matters pertaining to these efforts. Contract execution included: Staffing of new and existing contracts; drafting and screening hiring requisitions; interviewing candidates, negotiating employment terms and drafting offer letters; negotiating subcontract terms and interfacing with customers to best meet their contractual needs. New business capture included: Interfacing with customer and industry partners; drafting/updating Strategic Plans; identifying, entering and screening business opportunities in support of the Strategic Plan; drafting Annual Operating Plans (AOPs) for upcoming year and quarterly forecasts (FXs) in execution year; drafting/negotiating Teaming Agreements; capture planning and execution; proposal writing/editing/reviewing; proposal pricing and Orals preparation and execution. Daily matters included: Contract modifications, at-risk assessments and 75% letters; weekly financial tracking with dashboards and financial system reports against AOP/FX projections; Monthly Financial Report (MFR) preparation; timesheet approval; Personal Improvement Plans (PIPs); annual performance reviews; annual salary reviews; draft merit award submittals; approve purchase requests; and draft personnel actions.

Mr. Hailey managed programs in five Departments: Space Programs, Strategic Systems, Engineering Services, Acquisition Management Services, and Financial Management Services. During this time he:Supervised 45 employees on 17 contracts with annual revenues of $9.5 million. His Division addressed customer requirements in the Command, Control, Communications, Computing and Intelligence business area. Mr. Hailey provided Program Management and Systems Engineering support for Space and Satellite Communications programs at Epsilon. He was responsible for the Mobile User Objective System (MUOS) Program and provided technical support to SSC San Diego for the NAVSSI and the Global Positioning System (GPS) programs. During this time, Mr. Hailey:Managed up to 3 employees performing tasks for Lockheed Martin and General Dynamics on the MUOS program. Tasks include System CONOPs development, Interface Configuration Documentation, Specification development, and System Use Case development. Mr. Hailey is a member of the Operational Advisory Board for the MUOS program, responsible for directing the MUOS business case to ensure total program success.Provided Program and Technical support to SSC San Diego Code 232 for the NAVSSI and NAVDDX projects.Authored point papers, messages, cost estimates, specifications and technical proposals in support of NAVSSI and NAVDDX. Provided Program Objective Memorandum (POM) 2008 support, Modernized GPS Capabilities Development Document (CDD) development support, and support for determining the next generation shipboard GPS receiver to PMW-170. Provided instrumental assistance in winning the Navigation System Component, Navigation Fusion Processor work for NAVSSI in support of the DDG-1000 (formerly DD(X)) program at Raytheon for SSC SD 232 (NAVDDX). Executed a $1 million MUOS and NAVSSI/GPS budget.Mined, proposed and won a $3 million, small business single source contract for NAVSSI/GPS support at SSC SD 232.Developed business relationships with several space and communications companies, producing teaming arrangements on several projects in both prime and sub contractor positions on three proposals which are still in source selection.

Mr. Hailey provided program management and engineering for PMW-146. He was responsible for the UFO Flight 11, LEASAT and MUOS CONOPS. Mr. Hailey has:Led a Government and contractor team of over 30 personnel to produce, test, launch and operate the $192 million Ultra High Frequency (UHF) Follow-on (UFO) Flight 11 communications spacecraft to complete the UFO constellation and provide up to 44 additional simultaneous channels to Joint and Allied users.Executed a $100 million spacecraft production and launch budget and a $5 million annual support services budget.Coordinated and resolved several Atlas IIIB/Centaur launch vehicle integration issues associated with Russian engine data export control regulations and qualifications on fuel tanks and engines.Coordinated the UFO Flight 11 launch and orbital operations campaigns taking the spacecraft from launch, through geosynchronous transfer orbit, on-orbit test and verification, and spacecraft repositioning to its final orbital location.Participated in the $4 billion Mobile User Objective System (MUOS) source selection.Led the Concept of Operations Integrated Product Team for the MUOS communications system.Initiated and administered the optimization of the UFO Flight 11 spacecraft communications payload that provided seven additional UHF frequencies in the Indian Ocean Area of Operations to war fighters executing the Global War on Terror. Initiated, negotiated and awarded a five-year fixed price contract for Leased Satellite (LEASAT) UHF communications services supporting war time operations in the Indian Ocean Area of Operations that provides up to 15 simultaneous channels to war fighters.Mr. Hailey received an award for the successful on-orbit delivery of the UFO Flight 11 spacecraft within program cost and schedule milestones.

Mr. Hailey provided management and leadership expertise to the Aerospace Engineering Department. He was responsible for managing the day-to-day functions of the Department, coordinating lectures and colloquia, and mentoring Department students. Mr. Hailey has:Supervised 12 tenure track Professors and 3 military instructors in the Aerospace Engineering Department.Organized class schedules and graduation requirements for over 200 Naval Academy students. Coordinated teaching schedules with instructors and adjudicated conflicts in student schedules.Taught undergraduate courses in Astronautical Engineering. Preparation for these courses provided an excellent opportunity to refresh technical aptitudes from graduate studies.Mentored students in Small Satellite design projects manifested for future launch.Routinely organized, executed and briefed guest tours, lectures and orientations.Developed the course curriculum, lecture notes, homework, exams and projects for the Spacecraft Attitude Dynamics and Control course.

Mr. Hailey provided management and leadership expertise to the Force Maintenance Officer. He was responsible for managing the day-to-day availability of the Pacific Surface Fleet, planning and executing ships' repair cycles, and ensuring Pacific Fleet ships received required maintenance. Mr. Hailey has:Supervised 25 civilian and military personnel in planning and executing more than 60 U.S. Navy ships maintenance availabilities and overhauls.Executed a maintenance budget of over $800 million.Monitored daily status of shipboard systems for the Pacific Fleet to facilitate prompt repair or replacement of failed systems.

Mr. Hailey provided program management, leadership and technical expertise to the Program Manager for Navigation and Global Positioning System (GPS) integrations. He was responsible for all shipboard GPS integrations, the Navigation Sensor System Interface (NAVSSI), and the integration of electronic charting into Navy ships. Mr. Hailey has:Led a Government and contractor team of 100 personnel to design, build, test, install and support shipboard navigation systems.Executed a budget of $30M per year of various types of funds.Managed a complex Software Development program of 180,000 source lines of code.Managed a multi-faceted Hardware Development for the NAVSSI system, integrating most ships sensors into a single navigation and time solution that distributes critical data to over 60 shipboard information, combat and weapons systems.Managed the production, test, installation and life-cycle support of NAVSSI systems on all major combatant ships and several shore facilities.Managed the life cycle support of shipboard GPS WRN-6 receivers and antennas on over 500 Navy ships and submarines.Initiated and administered the design and procurement of the Fiber Optic Antenna Link (FOAL) antenna for GPS installations on large ships saving the Government $20 thousand per antenna by standardizing the design and configuration. This savings averaged $400 thousand in annual antenna procurement costs. Mr. Hailey received an award for the successful introduction of the NAVSSI Block 3 system with electronic charting capabilities to new construction AEGIS destroyers.

Mr. Hailey provided program management, leadership and technical expertise to the Navy Deputy Program Manager for the Global Positioning System (GPS) at the GPS Joint Program Office (JPO). He was responsible for the acquisition and test of the GPS Versa Module Europa (VME) Receiver Card (GVRC), the first shipboard GPS receiver in a VME format implementing several new User Equipment technologies. Mr. Hailey has:Managed the $7 million, re-programmable GPS Versa Module Europa (VME) Receiver Card (GVRC) Program at the GPS Joint Program Office.Led a team of 25 Government and contractor personnel in source selection, design, development, test and delivery of the GVRC.Saved the Government $77 thousand - $117 thousand per receiver compared to existing shipboard units, averaging $2 million in annual receiver procurement cost savings.Spearheaded several GPS Joint Program Office initiatives such as Integrity, Enhanced Anti-Jam, and Direct-Y capabilities by incorporating them into the GVRC design and ensuring their proper implementation.
