Jeff Johnston currently holds the position of Chief Regulatory Affairs Officer at the NAIC overseeing all aspects of its committee support staff and regulatory initiatives. Jeff works closely with NAIC federal & international leadership regarding domestic and international policy issues involving risk based capital, reinsurance, group supervision, and a wide range of financial solvency and insolvency matters. Jeff advises the CEO on strategic/operations planning matters, including annual strategic regulatory priorities, financial planning & budgeting, new talent acquisition, performance measures, organizational design, and culture. He provides leadership to multiple teams in the Kansas City and New York City offices (150+ staff) including the Securities Valuation Office (SVO), Financial Regulatory Services (FRS) and the Capital Markets Bureau (CMB). Jeff supports the CEO and NAIC Officers in the design and production of NAIC national meetings, special commissioners' conferences, and its annual Insurance Summit. Jeff's experience in the insurance industry spans over 30 years, beginning as an insurance company examiner with the Kansas Insurance Department, and as a senior financial analyst with GE Capital's Employers Reinsurance Corporation. For much of his career, Johnston has served the NAIC on a director-level, including its Chief Financial Officer (CFO). Prior to rejoining the NAIC in 2012, Johnston served as President of Rector & Associates, Inc., a boutique insurance advisory firm. Johnston is recognized as an expert on financial solvency (and insolvency) regulation, having provided expert witness testimony in federal and state proceedings, and engaged by the NAIC to conduct Accreditation Reviews of over 20 state insurance departments.
