Mr. Field is providing Project Management oversight and consulting services to the California Department of Technology.

Mr. Field provided expertise in portfolio management for the Department of Transportation, Division of Maintenance for their Infor Public Sector (IPS) software and the Oracle Business Intelligence platform to record and monitor all work of their field maintenance staff as well as manage inventory. Tasks includes managing priorities and coordinating work among projects with in the portfolio, developing timelines, writing reports, conducting briefings, and developing procurement documents for new projects as needed.

Mr. Field assisted the Enterprise Technology Solutions, Customer Delivery Services department of DGS mature their PMO through the advancement of project management standards, processes, procedures, governance, tools and templates. Mr. Field is also providing training on all of the project management knowledge areas.

Mr. Field is currently serving as an Independent Project Oversight (IPOC) Team Lead for CalSTRS Pension Solution project. The objective of the Pension Solution project is to replace the current CalSTRS technology for pension administration, employer reporting, member servicing and benefit planning services with innovative, flexible and interoperable solutions that meets business, technical and service requirements. Submit verbal and written reports consisting of observations and recommendations to project executives to help ensure CalSTRS complies with control agency mandates and to help protect their IT investment. This requires extensive project experience in order to provide an effective assessment and value added recommendations to project executives with an emphasis on early warning of risks and issues that may threaten the success of the project. The IPOC team focus is on the review and appropriateness of procurement, project sponsorship, project management, Organizational Change Management, and Solutions Delivery disciplines.

Mr. Field served as the principle subject matter expert and content author (485 pages of text and 50 templates) of material utilized to develop the statewide Project Management Framework (CA-PMF) for the California Project Management Office. The CA-PMF provides the State of California departments and organizations with a solid foundation for project success. This new Framework replaced the project management guidance and tools that were previously included in the California Project Management Methodology (CA-PMM). The CA-PMF, published in May of 2016 offers guidance and insight on project management methods and approach (through the use of resources, tools, and templates), at all points of the project life-cycle and phases of the SDLC, as well as narratives detailing the justifications for why specific activities should be performed. Icons, colors, and other graphic elements throughout the Framework are intended to promote ease of use. In addition, 50 templates are available for use to support a majority of activities.

Public Consulting Group’s Technology Division provides a full spectrum of consulting services specializing in IV&V and Project Management. The following are example client engagements where Mr. Field served as the engagement manager, senior manager and Subject Matter Expert. • Project Oversight Assessment, Partnership of Assessment of Readiness for College and CareersLead a team in the Project Management assessment of PARCC including the evaluation of the project management plans, policy, process and procedures to verify that they are developed, communicated, implemented, monitored and complete. The Partnership for Assessment of Readiness for College and Careers (PARCC) is a consortium of 14 states working together to develop a common set of K-12 assessments in English Language Arts, Literacy and Mathematics aligned to the Common Core State Standards. PARCC is the largest online exam system ever undertaken. • PMO Consulting, Los Angeles Unified School District, IT Division Reporting to the CIO and tasked with providing consulting and mentoring services to the newly appointed PMO Director, responsible for delivering ‘best of breed’ project management plans, policy, governance, processes, procedures, tools and templates encompassing all project management knowledge areas. Provided project management training and onboarding to establish a common understanding of project management concepts and processes to be followed. Conducted a requirements validation process with LAUSD IT Division executives to determine Project Portfolio Management needs.
