Investigate possible violations of Securities and Franchise laws and prepare investigation results for use in administrative, civil, or criminal litigation.The Division of Securities regulates the sale of investment securities and franchises under Wisconsin statutes. The Division examines, registers, and monitors the activities of broker-dealers, securities agents, investment advisers, and investment adviser representatives. The Division conducts field audits and investigates complaints against any individual or entity, whether registered or not, of potential violations of the Wisconsin Securities and Franchise laws.

Manage the Fraud/Overpayments Unit of the Unemployment Insurance Benefit Program Integrity Section: Implement and manage effective fraud detection processes and systems; Initiate, develop, and implement efforts to detect, investigate, and resolve overpayment/fraud issues; Partner with Human Resources and other management in recruitment and hiring processes; Train, motivate and discipline staff; Assign activities/tasks; Guide/monitor/evaluate staff and workflow performance; Develop quality standards and metrics for enhancing fraud investigation processes and establish processing priorities.

Independently investigate deceptive business practices, fraud, financial crimes, and identity theft issues; Collect and evaluate evidence obtained (via complaints, interviews, subpoenas, etc.); Produce sworn statements and affidavits; Coordinate investigations with federal/state/local law enforcement; Prepare cases for civil litigation or criminal prosecution; Testify in court; Advise, direct, mentor, and train less experienced investigators.

Perform para-investigational activities; Analyze, mediate, and resolve consumer complaints; Interact routinely with the public and professional contacts; Conduct presentations for community groups and the general public.

Manage & implement programs in multiple sites to reduce loss; Recruit and participate in hiring processes, train/certify, and motivate loss prevention personnel; Partner with other management/Human Resources regarding employee disciplinary processes; Enhance store security for the safety of customers/employees; Identify, deter, and apprehend external and internal thieves; Conduct investigations and interviews; Review & produce reports; Testify in court; Follow up on case resolution/disposition with government agencies; Audit stores and programs; Utilize budgets and net profit reports to identify potential loss/theft/fraud issues, guide program adjustments, and to allocate resources and labor hours as appropriate.
