The State Defense Movement Coordinator (DMC), appointed by the State Adjutant General, is the key link between the military and SDOT. The DMC is a National Guard position and the office is considered part of the State Area Command (STARC). The DMC is the military's single point of contact for receiving approval from the SDOT for highway permits and convoy clearance requests. The primary responsibilities of the DMC are:•Operating the State Movement Coordination Center (SMCC) for the purpose of receiving and approving convoy movements on public highways. Within the SMCC, requests for convoy movements will be scheduled and conflicting movement requests will be reconciled.•Completing and monitoring cross-State coordination as required.•Establishing a liaison position at the military installation for large-scale movements.•Planning convoy movements through an automated system—the Mobilization Movement Control System (MOBCON).•Providing a Convoy Movement Order (CMO) for all convoys that comply with civil laws and military regulations.

Drafts and edits plans and orders for the deployment of the Massachusetts National Guard for domestic response to natural and man-made emergencies. Coordinates with the logistics and acquisition sections to support operations within the Commonwealth.

Command of an Army National Guard Headquarters Company

Activated to logistically prepare for deployment to the Iraqi theater of operations in support of the Iraq war, and to deploy with my unit. Supervised all logistical activities while deployed as well as ensuring the accountability of property through rigorous inventories and training. Planned, supervised and directed the logistical preparations of 400 personnel, 40 vehicles and associated support equipment and their movement by sea and air into theater as well as the subsequent return to Vermont.• Recognized as one of the top two captains out of seven within the Battalion headquarters.• Decorated for management of the Soldier Readiness Processing center for successfully processing of 382 Soldiers in one week with only one week notice to plan and coordinate activities. • Served as chief logistical liaison between local Kuwaiti contacts, British, and Italian tenant units.• Primary author of the movement order for the Task Force to theater as well as providing the logistics annex to the base order. • Recognized deficiencies in deployed equipment and acquired in excess of 3 million dollars of tools and equipment through alternate supply channels focusing on refurbished and reclaimed items.

Second in command of a National Guard tank company. Oversaw the leadership development of 3 junior lieutenants, supervised the company gunnery, maintenance and supply programs. • Recognized as one of the top two lieutenants out of 18 in the Battalion.• Validated the company gunnery training through inspection and mentoring. Ensured the successful conduct of a two week tank qualification exercise resulting in 100% qualification rate for the Company, providing 60% of the first round qualifications of the Battalion exceeding the qualification rates of the other three Companies combined.

Second in command of an initial entry basic rifle marksmanship instruction company. Responsible for managing the operations and support of all pistol and rifle training facilities on Ft Knox. • Second in command of the highest rated basic rifle marksmanship instruction company in the Training and Doctrine Command.

Trained and led 55 soldiers and the maintenance and employment of 13 fuel distribution trucks, 14 cargo trucks and two forklifts. Officer directly responsible for the acquisition, transport, storage and 100% accountability off all assigned ammunition and explosives, and for the storage, transportation, and distribution of heating and vehicle fuel with a rolling capacity of 32,500 gallons of JP8.• Received a “Commendable” rating in two Department of Defense Explosives Safety Board inspections for the secure and safe operations at the Camp Garryowen ammunition holding area.• Managed the storage and distribution of the Squadron’s bulk fuel and packaged petroleum and lubricants stock ensuring that quantities on hand always would be able to support daily activities and a transition to a war fighting posture.
