In both my legal and consulting practices, I help clients and colleagues exploit their own skills and resources, and to find clear goals and cost-effective ways to achieve them together – to discover what they want to do, and then to do it as well as they can.My career includes more than four decades of higher education legal, policy and administrative leadership in both developing and mature organizations; a continuing focus on emerging issues in college athletics and civil rights; and consistent publication, teaching and professional contributions.My athletics work has included every type of conference and institution in all three NCAA Divisions, and is broadly informed by long experience across all campus areas, especially admissions; governance, due process, and town-gown relations; and institutional responses to social issues such as fair labor standards and endowment investment criteria.

I bring to this work over four decades’ experience as university counsel, conference commissioner, government regulator, and NCAA participant -- and I focus not only on knowing and complying with the law, but on building strong and financially stable athletics programs over the long therm. I serve currently as Co-Chair of the NCAA’s newly-reconstituted Gender Equity Task Force, and as the court-appointed referee in implementing Quinnipiac University’s federal Title IX consent degree.

    Working for the central legal office in a 16-campus public system, I was responsible for the faculty and various student-affairs components of a statewide desegregation plan, and developed and supervised campus implementation of state-wide plans for compliance with Title IX of the Education Amendments of 1972 and with various federal disability-discrimination statutes. I also counseled the Board of Governors and individual campuses about discrimination issues, faculty and student due process and governance, and was Secretary of the system-wide in-state tuition appeals board.

    I was a Staff Attorney in the headquarters Offices of General Counsel of the Dept. of Health, Education and Welfare (Civil Rights Division) and Equal Employment Opportunity Commission, implementing many new civil rights statutes at a time of enormous political and social change. I worked extensively with senior political clients and regional attorney offices, was a significant contributor to the original regulation for Title IX of the Education Amendments of 1972, and was centrally involved in desegregation and faculty affirmative action litigation in elementary, secondary and higher education under Titles VI and VII of the Civil Rights Act of 1964 and Executive Order 11246.
