Manage the Container Repair and Re-stencil Program contracted to KGL by U.S. Central Command (CENTCOM), Directly responsible for generating $21 million dollars in revenue for KGL with 19,138 containers repaired in the last 6 years. Manage the collection, compilation, analysis, formatting and the presentation of statistical reports to support accountability requirements, contract performance, and to improve efficiency and productivity. Manage the repair, maintenance, production and quality programs at Camp Arifjan, and provide quality assurance on the project; develop processes and procedures to maintain production, pre and final inspections, infrastructure, and utilities through inspections, preventive maintenance and efficiency evaluations; establish processes to implement and enforce Safety and Environmental standards, Federal Acquisition Regulation (FAR) requirements and responsibilities, purchasing and procurement procedures, property management and accountability, and contractual requirements. Develop and implement production plans, determine replacement cycles on all machinery and equipment according to industry standards, schedule annual facility condition inspections on all major equipment, prepare long range project planning reports and manage the annual project budget. Solicit contractual bids and reviews proposals when required, monitor requests for proposals and requests for bid packages; prepare packages for distribution; participate in bid selection, established evaluation criteria, recommend bid awards; submit purchase orders and monitor vendor performance; ensure compliance within Statement of Work (SOW) and manage contract progress.

Managed the facility maintenance, operation, application and quality programs for Vectrus’ base maintenance contract at Camps Arifjan, Virginia and LSA and provided quality assurance on all capital projects; developed processes and procedures to maintain facilities, infrastructure, and utilities through inspections, preventive maintenance, and quality assurance; established processes to implement and enforce Safety and Environmental standards, FAR requirements and responsibilities, purchasing and procurement procedures, property management and accountability and contractual requirements. Developed and implemented preventive maintenance plans, determined replacement cycles on all machinery and equipment according to industry standards, scheduled annual facility condition inspections on all major equipment, prepared long range facility planning reports and managed annual facilities budget. Managed the collection, compilation, analysis, formatting and, when required, the presentation of statistical reports to support accountability requirements, contract performance, and to improve efficiency and productivity; served as a contracting officer and overseen subcontractors on government projects, solicited contractual bids and reviewed proposals, monitored requests for proposals and requests for bid packages; prepared packages for distribution; participated in bid selection, established evaluation criteria, recommended bid awards; submitted purchase orders and monitored vendor performance; ensured compliance within SOW; monitored contract progress; and worked with contractors to resolve problems.

Managed the maintenance and preventive maintenance of the installation’s facilities, equipment, new construction projects, renovations, quality assurance, and inspections for sustainment of Life Support Areas on the installations. Coordinated work requests with customers and contractors, purchased equipment, material and spare parts to be used to accomplish requested work and proposed solutions to maintenance and repair issues; maintained 238 generators, 3,239 air conditioning units, and 980 structures; developed and negotiated new contracts with the government; familiar with ISO requirements; ensured work was completed in accordance with OHSA regulations; Trained staff in the correct application and reading of: schematics, line drawings, fire alarm systems, security systems, structural drawings, electronic systems, HVAC, plumbing, electromechanical, electrical distribution, power supplies, power distribution units (PDUs) and uninterruptable power supplies (UPS). Taught staff how to effectively utilize spreadsheets and other software to manage projects; how to effectively run a help desk; review and closeout work requests and provide accurate and timely feedback to customers.

Served as the principal Physical Security subject matter expert to the Area Support Group-Kuwait (ASG-KU) Commander, Force Protection Operations, Provost Marshal, and Combat Support Associates Project Manager; managed the activities of 140+ employees conducting access control on numerous installations; directed all Physical Security functions for ASG-KU including conducting force protection asset assessment, facility vulnerability analysis and mitigation planning for access control and the development of Hi-tech/IDS equipment/devices requirements, oversaw the emergency preparedness program and mastered advanced principles and practice of physical security engineering; managed a 13 million USD high tech security design and installation project including coordinating design, procurement and fielding of new technologies designed to enhance security; managed from design to final engineering plan approval- multiple physical security, access control construction and off-installation parking projects at Camps Arifjan and Buehring; developed project specifications, prints, contracts, submittals, budget, design, QA and final reception of Entry Control Point (ECP) Foreign National entrance, a $1.6 million project. Submitted design plans and projected funding for entry control points at Camp Buehring ($900,000); developed project specifications, contracts, submittals and budget for perimeter defense project at Arifjan ($9.4 million project); directed the implementation of the Biometric Identification System (BIDS) into a theater-wide access control system with multiple locations and networking that includes pedestrian & vehicle registration with 59,000+ registered.
