Directed the employment of Computer Network Defense, Operations Security, Psychological Operations, Electronic Warfare, and Deception as a force multiplier to defend an aircraft carrier strike group against hostile acts and to enable strike forces to readily achieve their objectives. Identified the need to push the Global War on Terrorism maritime efforts to the littorals through innovative psychological operations. Developed concept of operations to bring together elements of NAVCENT, the State Department and foreign military representatives to advance the focus on mariner convergence zones in Arabian Gulf ports to identify and eliminate terrorist-related activity. Conceived, developed and operationalized the concept of Visit Operations in the 5th Fleet AOR which have since become a key contributor to increased goodwill and Maritime Domain Awareness by growing a network of potential informants on nefarious and terrorist activity throughout the Arabian Gulf. Conceived and operationalized a classified electronic warfare rapid-response counter-surveillance tactic, now in use by Third Fleet, which increases force defense posture and protects High Value Units of Expeditionary and Carrier Strike Groups.
