(Hablo español con fluidez, pero no quiero escribir lo siguiente dos veces.)===== Some Professional Highlights =====Since January 11th, 2024, I have been the technological advisor to the director of Colombia's tax authority, the DIAN. I investigate and patch security holes in enormous legacy systems, provide DevOps solutions (automating data engineering and machine learning processes), and advise on architectural, data science and security questions.I spent the six years before that as Chief Technical Officer for theObservatorio Fiscal[1], a non-profit that researches and forecasts the economic effects of policy in Colombia. I led software development, data engineering and systems administration, and shared responsibilities for economic and statistical analysis and writing. I built our open-source tax microsimulation model of Colombia[2], and its public web interface[3].At the US Congressional Budget Office[4], during the 2008 financial crisis, I built a model to forecast foreclosure rates. In 2021, I cofounded a cryptocurrency trading company. We made just enough money to cover our high regulatory costs. It was a learning experience.I have around a decade of experience teaching mathematics, statistics and economics.===== Some Open-Source Activities ====I am the author of Hode, the Higher-Order Data Editor[5], an open-source hypergraph database, search engine, query language and editor for semantic data, written in Haskell.I co-developed Semantic Synchrony[6], an open-source distributed knowledge graph server and editor, and wrote its documentation.I am also the author of Montevideo, a suite of real-time music applications written in Haskell. Montevideo provides a language for creating musical patterns, a microtonal synthesizer for the open-source {monome[8] grid controller, and facilities for ear-training and exploring the mathematics of higher equal divisions of the octave.[1] http://www.ofiscal.org[2] https://github.com/ofiscal/tax.co[3] http://www.ofiscal-puj.org/microsim/run_make/manual_ingest[4] https://www.cbo.gov/[5] https://github.com/JeffreyBenjaminBrown/hode}{Hode[6] https://github.com/synchrony/smsn/wiki[7] https://github.com/JeffreyBenjaminBrown/montevideo[8] https://monome.org

Chief Technical OfficerObservatorio Fiscal Dec 2017 - Jan 2024Bogotá, ColombiaThe Observatorio analyzes the historical effects of policy, and predict future ones. We also provide explanations of laws and procedures intelligible to non-experts. Our work is open source and aimed at the public; we have no clients. We resemble the Congressional Budget Office in the US, except younger, smaller, and funded by Universidad Javeriana rather than Congress.I am building our tax microsimulation. -
Open Source Semantic Web DeveloperIndependent Apr 2014 - Jan 2020Los AngelesSemantic Synchrony[1] is an open-source knowledge graph server with an Emacs front-end. To my knowledge it is unique: a nonlinear word processor, a knowledge editor that requires no programming experience. I am contribute to most of, and started some of, the projects in Semantic Synchrony. I also manage documentation and outreach for it. Some of my presentations on Semantic Synchrony are on Youtube[3].[1] https://github.com/JeffreyBenjaminBrown/digraphs-with-text/blob/master/introduction/the_rslt%2C_why_and_how/it.pdf[2] https://github.com/synchrony/smsn/wiki[3] A series of talks introducing Semantic Synchrony: https://github.com/synchrony/smsn/wiki/A-video-introduction-to-Semantic-Synchrony--Digraphs With Text (DWT) is my open-source semantic data toolkit[1]. DWT "expressions" generalize the expressions in tables, lists, trees, graphs, and natural language (ordinary words and sentences). DWT can unify any collection of data into a homogeneously queriable object. Any question -- "Who needs a car on Tuesday?", "What should I do while the governor is available?", "How many hours last month did I either work or exercise?", "Have projects with both Sara and Todd made more money than projects with one and not the other?" -- is expressible and searchable in exactly the same way. Text narratives are as queriable as tables in Excel -- and not just quantitatively, but qualitatively.DWT currently imports the .mm mindmap format. I aspire to integrate a variety of Prolog.[2] is a recent talk I gave about DWT, to the Santa Monica Haskell User Group, at Brainium.[1] https://github.com/JeffreyBenjaminBrown/digraphs-with-text[2] https://www.youtube.com/watch?v=lJ7_vMhfm5Y In this video I present first Haskell's Functional Graph Library, and then my own Digraphs with Text, to the Santa Monica Haskell User Group on Dec 29, 2015.

AnalystPrecision Health Economics Oct 2012 - Apr 2014Los Angeles, CaPHE produces health economics outcomes research. I was a computer programmer, and sometimes a statistician. We harmonized health and economic data from hospitals, insurers, government agencies and other sources, across changes in language and format. From the harmonized output we generated and analyzed statistics and regressions. We used SAS, Stata, R, Python and Bash scriptinge. We regularly shared, one-on-one or presenting to a small group, strategies for manipulating data or code that we had invented or discovered. -
