Led team of 70 American and Bolivian staff in creating and executing U.S. government’s $20 million annual counter-narcotics and rule of law programs and policies in Bolivia (world’s third-largest cocaine producer). ♦ Southeast Asia. Political Advisor to Pacific Partnership Mission Commander (2008). Delivered expert policy and communications advice during Pacific Partnership 2008 humanitarian assistance mission to Timor-Leste. ♦ Ankara, Turkey. Director for Domestic Political Analysis (2006 to 2009). Managed Embassy’s domestic political analysis and programs. Led teams of officers in preparing cutting-edge programs and itineraries for visits of President Obama and Secretary Clinton to Turkey that emphasized the importance of transparency, tolerance, and respect for human rights. ♦ Baghdad, Iraq. Special Assistant to the Charge d’Affaires (2004 to 2005). Managed dozens of offices and hundreds of individuals in efforts to establish America’s largest diplomatic mission with a $1 billion budget and thousands of employees. Created and co-led Embassy’s Hostage Working Group. Delivered daily briefs to senior White House and State Department officials.♦ Havana, Cuba. Consular Officer (2002 to 2004). Supported U.S. Interest Section’s support of Cuban dissidents working to promote human rights and introduce free-market ideals into the Cuban governmental system. Facilitated Cuban’s increased access to outside communications and media.
