Leads the development of complex proposals under tight deadlines, including competitive pricing strataegy, senior-level management and team coordination, partnership development, technical design and writing.

Leads and oversees the development of effective financial proposals for a range of clients. Provides strategic advice to Project Directors and bridges project technical approaches with consequent costs and rates of return.

Accountable for developing cost proposals that reflect strategic value for money to an array funders and clients. I work closely with new business development, programs, human resources, awards management and senior management.Other responsibilities included department management, approval, and signatory authority.

I lead cost and pricing and proposal development efforts to secure large-scale, multi-million dollar grant and contract funding from USAID and other public institutional donors.As a member of the the New Business Development management team, I supervised the proposal pricing team to provide day-to-day support to both internal and external clients on budgeting, compliance, operations and strategic decision making. With a lens on knowledge management, we developed a robust training and learning program on strategic pricing to improve organizational capacity. I also played a critical role in other change and improvement initiatives, including the development of global cost allocation and project financial management methodologies.

As the agency's first Director in the role of proposal pricing, I overhauled and enhanced the standard business process for budgeting and modeling all high and critical risk proposals. I secured management support to build-up a full service team of specialists to develop responsive, compliance and competitive cost proposals.I lead negotiations with donors, partners and internal entities (member organizations and country programs). I created automated and streamlined processes and ensured tools and templates were state-of-the-art.

Successful track record securing funding for multiple, individual awards ranging from $500k and up to $200m in value, and total estimated value of awards secured at approximately $400m. I managed high value cost proposals for USAID, CDC, DFID and private foundations. I developed creative cost strategies to increase competitiveness, while also complying with Federal Rules and Regulations.I completed cost proposals in a variety formats including cost plus fixed fee, time and material and cost reimbursable and communicated with donors during competitive range and award negotiation phases. I provided backstopping and support to contracting staff for cost extensions, sub award budget reviews and grants management programs.

I compiled and analyzed costs to develop complex cost proposals for various funding institutions (U.S. Government, WorldBank, DFID). I worked closely with headquarters and field teams to gather cost documentation and analyze operational cost strategies. I worked with partner organizations to negotiate scopes of work and assist with budget development. During award negotiation, I communicated with donors, reviewed award documents, and assisted with transition to project implementation teams.

I produced USAID business proposals in the public health sector. I managed proposal teams (writers, budget analysts, recruiters), calendars and deliverables. I wrote various sections of technical and financial proposals, created compelling graphics, and provided quality control.

I manged a team of six Regional Managers responsible for case management support for student exchange and field programs across the U.S. I resolved escalated issues from field staff, students and overseas sales offices. I ensured U.S. Department of State compliance in all aspects of programming.

I was a territory manager for a high school exchange program focusing on volunteer management and student support in the northeast and mid-west regions of the U.S. I oversaw recruitment and program growth within my specific region. I developed rapid conflict resolution skills to support students, field staff, schools, and host families while maintaining contact with Foreign Affiliates.I established and maintained relationships with high schools nationwide to guarantee student achievement of program criteria. I recruited and supervised field staff and host families throughout the high school year.

Developed and delivered curriculum for senior high school program. Built skills and competencies primarily in conversation, informal writing, and literature. I managed extracurricular initiatives such as plays, concerts, and speaking competitions.
