Jdiss Technical DirectorNaval Information Warfare Center Pacific Jun 2023 - PresentSan Diego, Ca, UsSpearheaded the Global Command and Control - Joint / Integrated Imagery And Intelligence (GCCS-J/I3) modernization transition from the Modernized Integrated Database (MIDB) to the Defense Intelligence Agency's (DIA) Machine-assisted Analytic Rapid-repository System (MARS). Collaborated closely with the Office of the Under Secretary of Defense for Intelligence and Security (OUSD I&S) and the Office of the Chief of Naval Operations (OPNAV) N2/N6. Ensured parity in cross-domain and Denied, Degraded, Intermittent, or Limited (DDIL) communication environments, reinforcing Continuity of Operations (COOP) at edge locations.Championed collaboration between Combatant Command (COCOM) service component production centers and national production regional centers. This strategic alliance enhanced global perspectives and facilitated swift intelligence insights to bolster the commander's decision-making cycle.Exercised government oversight of intelligence requirements spanning multiple government agencies and contractors. Facilitated the integration of modern intelligence functionalities in systems by uniting diverse teams. Applied user-centered design methodologies to validate top-down requirements, ensuring the developed systems are not only user-friendly but also directly meet the needs of the end-users. -
Principal EngineerNaval Information Warfare Center Pacific Feb 2017 - PresentSan Diego, Ca, UsCurrently leading, designing, and developing Force Disposition Tracker, a modern Web application to find, track, and disseminate enemy threat intelligence. The frontend is built with Nx, React, Next.js, TypeScript, and Tailwind CSS. The backend is built with Java, Quarkus, Vert.x, and CrateDB. The application is packaged with Docker containers, orchestrated with Kubernetes, and is deployed to AWS and the Commercial Cloud Enterpise (C2E).Influenced the core ideas and people behind the US Air Force's Kessel Run initiative that took the Department of Defense by storm in 2017. The initiative was a complete overhaul of the Air Force's software development lifecycle, including the adoption of DevOps, Agile, Lean Startup, Design Thinking, culture, and modern software development practices. These practices have now been applied across the Intelligence Community and the Department of Defense. I continue to participate in this effort in various ways.Led a DevOps platform engineering team doing whatever was necessary to help product teams do their work better and faster: operating infrastructure, building tools, busting problems. Through developer enablement, platform operations, and platform engineering activities, we enabled product teams to deliver working software that warfighters actually wanted to use in a continuous way that reduced risk, delays, and security controls while increasing the rate of change, confidence, and feedback loops. We were the first team supporting the Pacific Air Force to deploy a production application to Commercial Cloud Services (C2S).Through my expertise in creating staffing plans, recruiting top-tier candidates, conducting technical interviews, and providing ongoing mentoring and guidance, I led and built highly effective and efficient teams that consistently delivered exceptional results. I believe that empowering trusted and motivated individuals is key to team success and cultivating a positive culture. -
Lead EngineerNaval Information Warfare Center Pacific Aug 2014 - Feb 2017San Diego, Ca, UsUsed evolutionary architecture and emergent design to construct sustainable modern integration architecture for large, complex, distributed systems, collaborating with multiple teams to design for the future, empower change, and enable independent evolvability.Provided expert assistance for the integrated transition of systems and data to interoperable and standardized business capabilities, managing extensive acquisition portfolios across multiple DoD and IC related initiatives to deliver streamlined outcomes.Designed architecture solutions that found the right balance between decentralization and centralized governance, guiding the migration of legacy monolithic systems towards a microservices distributed systems architecture with optimized results.Employed techniques from Domain-Driven Design (DDD) and patterns like Bounded Context to derive the granularity of APIs based on evolving business capabilities, emphasizing the YAGNI principle while ensuring reliable outcomes through Postel's Law and fault tolerance and monitoring concepts.Induced cultural change in traditionally siloed organizations by leveraging Conway's Law through cross-functional team involvement in explicitly designed architecture, enabling procurement to operations and building the right capabilities.Promoted mobile-first strategies such as progressive enhancement and responsive web design to improve accessibility and usability across various devices and form factors.Focused on strategic design and Gall's Law to extract the core domain, delivering minimum viable products early and often, inducing antifragility, continuous delivery, and a DevOps culture. -
