As the program manager for Bustang Outrider I am responsible for the development, implementation, day to day operation, customer service, service monitoring and adjustments of this inter-regional bus service throughout Colorado. Duties include designing routes and schedules, acquiring running stock, monitoring performance measures, inspecting running stock, evaluating requests for proposals for new service, interviewing potential employees and operators, media interviews, presentations to transit organizations, meeting with local stakeholders and government officials and contract administration for Colorado's Rural Regional Statewide bus network. I am serving as the technical expert and support in areas related to the bus network including governmental grants and operating contracts.

San Luis Valley, Colorado

The San Luis Valley Regional Transit Council serves as the local coordinating council for seven rural counties in south-central Colorado. This includes Alamosa, Chaffee, Conejos, Costilla, Mineral, Rio Grande and Saguache counties. We are organized to provide regional transportation coordination, especially for the Veterans, people with disabilities, those who prefer not to drive a private automobile, older adults, young people and low income populations. My membership duties are to represent the Bustang Outrider rural bus system on the council.

Bus and light rail service to Denver, Boulder, and surrounding cities in Colorado.In this position, I monitored and administered private contractor's performance in accordance with contract guidelines and RTD standards.A sampling of my accomplishments/responsibilities in this position:★Visualized and implemented a new position for a government transit agency. Utilizing a variety of ingenious and fresh methods created a working partnership between RTD and its private contractors. In one example, an overall reduction of Liquidated Damages for service issues per year from over $1,000,000.00 to $12,000.00 was achieved at RTD’s largest contractor. ★ Coordinated and facilitated interdepartmental and contractor contacts and served as RTD liaison contact for issues. ★ Oversaw the daily operation of four private contractor divisions within a large metropolitan public transit agency of approximately 400 transit buses and 1,000 employees when manager was unavailable. ★ Monitored operator and maintenance performance on a daily basis through inspections, audits and secret performance checks.★ Insured compliance with ADA regulations through program development, operator training, customer contact and incident investigation.★ Met with transit stakeholders in meetings of up to 500 participants.★ Conducted training of up to 100 public transit operators on a regular basis. Training included safety practices, proper operational procedures, incident investigations, D.O.T. regulations and customer service computer programs.★ Rewrote the operations section of the bus operator/employee manual. Previous edition was written in a manner that prevented RTD from enforcing most contract provisions with RTD’s private contractors.★ Collaborated with three departments to compile monthly Performance Indicator Report; prepared and distributed reports and recommended follow up actions.

Provided bus service to Denver, Boulder, and surrounding cities in Colorado.In this position, I operated a public transit bus in the Denver metropolitan area from 1990-2000. Because of my dedication to outstanding customer service and, admittedly, with some good luck, I never received a single customer complaint. This must be some sort of record for public transit operators and it is something that I am extremely proud of.
