I worked my way through the ranks at a major city agency in Massachusetts where I spent over twenty years gaining experience at the support, operational, investigative and administrative levels with a variety of diverse assignments and responsibilities. Since 2013, I have been the Chief of Police in high-performing metropolitan Boston suburb at the intersection of one of the busiest road and railway systems in New England.I have had the honor to work with and supervise civilian and sworn personnel, both at-will and unionized, and navigated the intricacies of multiple collective bargaining agreements inside and outside of a state-run civil service environment with bargaining experience from both a union and management perspective. Earning trust through transparency, I utilized my bilingual (Spanish) and multicultural background operationally as a police officer, including in an undercover capacity, to connect with and serve marginalized members of the community to build lasting relationships. I have consistently been successful forming partnerships with internal and external stakeholders throughout the community while leading change, enhancing services and producing tangible results. I have a diverse personal, professional, and educational background, am a bar certified attorney, and have significant public safety experience leading organizational change and critical incidents including: working in, building and supervising cohesive and productive teams; engaging in creative problem-solving; risk mitigation both internally and externally; policy design, analysis and implementation; performing internal reviews and audits; conducting and supervising internal employee misconduct, confidential administrative, background, undercover and complex criminal investigations; conferring and working with local, state and federal government officials; responding to critical incidents and matters related to homeland security; overseeing new facility construction from needs assessment through design to completion ahead of schedule and under budget; exponentially increasing staff size and diversity, and leading my organization from an unaccredited to a fully accredited law enforcement agency.I believe the leaders with the most perspective are the leaders who are the most effective; an endeavor I have worked diligently to achieve throughout my entire career.

Since arriving in Westwood we have been at the forefront of several exciting initiatives, and have been the first agency in the state on numerous occasions to implement progressive policies, practices, and equipment for a staff of over fifty public safety professionals.I have consistently worked in collaboration with team members within the department, the town and the community to ensure the safe, engaged and secure suburban feel of our community while modernizing our policies, practices, programs, facility, equipment and staff.We negotiated the removal of an inflexible and non-inclusive civil service hiring process, designed and modernized a new non-civil service hiring process allowing us to enhance increase diversity while consistently recruiting, hiring, retaining and promoting top quality team members.We also built a new public safety facility in 2017 ahead of schedule and under budget, have increased staffing, added job enlargement opportunities, modernized equipment, and fostered a culture of meritocracy while exponentially increasing diversity, equity, inclusion, and belonging throughout our recruitment, procedural and promotional processes. In my role as the liaison for the Massachusetts Chiefs of Police Association to the Massachusetts Major City Chiefs Association, I have interacted with chief law enforcement executives about issues, policies and practices affecting the smallest to the largest police departments in the commonwealth (including our state and federal partners).In addition to my duties as Chief of Police, as the President of the Metropolitan (Boston) Law Enforcement Council (METROLEC) or through agreements in Bristol, Norfolk and Middlesex Counties, I share command of several hundred officers in total from the nearly (50) participating municipal jurisdictions leading and coordinating regional police resources and assets throughout the metropolitan Boston area.

Leader of the Boston regional police group consisting of nearly 50 law enforcement agencies of all sizes in the metropolitan Boston region which covers 600 square miles and has a corresponding residential population of 850,000 people also known as METROLEC (the Metropolitan Boston Law Enforcement Council). METROLEC is the primary or co-primary group responsible for safety, security and intelligence operations at numerous large-scale events in the greater Boston area including Gillette Stadium and the Boston Marathon. It is impossible for every community to be fully trained and equipped for every possible contingency. Therefore, local communities have banded together to create organizations, such as METROLEC, to help one other making member communities and their citizens safer. The member communities acknowledge that certain critical incidents call for a law enforcement response that may exceed the capabilities of any one single agency. METROLEC was designed for these types of incidents. METROLEC consists of several operational components comprised of personnel from throughout the METROLEC communities.
