Lead Project Engineer - Field Mr. Willis completed several US Army Corps of Engineers (USACE) designed post Katrina Flood Protection System projects. Challenges ranged from creating substantial levee enlargements to concurrent construction of fronting protection structures on multiple outfall canals. He advanced through quality control, field supervision, onsite engineering, scheduling, and project controls. He developed the CPM Schedules from inception to completion; from the proposal stage to the working project schedules used to coordinate field efforts and allocate resources while tracking progress and anticipating (and resolving) issues. He integrated accounting information, field progress, and schedule progress utilizing Earned Value Management practices to assess the project health and performance. He maintained quality relationships and clear communication with the General Superintendent, Subcontractors, JV board, and the Client ensuring a successful outcome. Engineer - (Main Office) Mr. Willis prepared ECI, Best Value, and Low Bid proposals for numerous USACE and SELA Projects. His role as a General Contractor for large scale civil works projects allowed him to work closely with government stake holders including SELA, NOSWB, USACE and governmental (Parish) officials. His applied engineering and visualization abilities were paramount in the constructability reviews and project planning sessions. He led the construction approaches for complex projects, integrating technical writing, project phasing and cost into best value proposals.• Schedule work shifts (24-hour operations), crew distributions, identification and utilization of key equipment, and daily analysis with weekly production meetings in accordance with the CPM schedule.• Use Earned Value Management system to assess projects' financial health and recommend work areas, labor, equipment, and schedule modifications to the project executive based on results.
