Led 1st contract awarded to renovate Water Pollution Control Plant including demolition and bypass piping. Managed tight project schedule through close supervision of superintendent and 15-member construction staff. Negotiated all project contracts including subcontractors, material/equipment acquisition, and any additional work. Directed installation of 1 mile of 8 “ underground fuel pipe, and provided detailed oversight of demolition phase involving removal of three 600K-gallon underground tanks and pumps. Completely automated biosolids handling process flow train and linked to central SCADA system. Monitored work of 7 Superintendents and up to 50 construction personnel, including contract development, work of subcontractors, and materials/purchase acquisition. Coordinated closely with Sanitation Authority Personnel in testing, construction, start-up, and turnover of new facility. Achieved with no interruption to current plant.• Managed complicated project, including Solids Processing Building which housed thickening/dewatering centrifuges, RDP lime-addition system, biosolids storage hoppers, polymer feed systems, primary effluent pump station, and plant-wide chemical feed/odor control systems. • Brought project up to schedule despite challenge of being far behind when took over management, and delivered within 8 months, via skillful pre-planning and exemplary collaboration with Sanitation Authority. • Recognized for outstanding ability to turn around difficult project and delivery within tight time-frame.

Managed Dulles Fuel Farm and Midfield Hydrant Projects, Dulles International Airport, including storage of 14M gallons of jet fuel in above-ground storage tanks and fourteen 1200 GPM hydrant pumps controlled by centralized digital controls. Upgrades improved plane refueling capacity and updated emergency shut-off systems at 2 separate concourses. Monitored work of 4 Superintendents and up to 90 construction personnel. • Developed sophisticated emergency fuel shut-off, alarm, and foam/water/fuel leak detection systems. • Finalized construction, start-up, commissioning, and seamless turnover of new systems, in close collaboration with airport staff. • Contract increased by 50% of original value, based on project results and timely delivery.

Designed/delivered Heating/Refrigeration Plant at the Pentagon, with ten 3,750-ton chiller and six 40klb/hr fully automated boilers. Coordinated start-up/commissioning, implemented with complex digital control system/boilers. • Recognized by Corps of Engineers staff for the timely delivery of this complex project. • Increased contract 70% from original value.Oversaw and wrote/edited System Operations and Maintenance Manuals for the complex mechanical and electrical systems Pentagon Heating and Refrigeration Plant.

Coordinated the construction activities and startup services performed by the Testing Support Services Group in support of the West Valley Nuclear Services startup and operational testing of the first vitrification facility to operate in the United States. The new vitrification facility encapsulates low level radioactive waste in glass and steel drums for stable,long term storage for the U. S. Department of Energy.

Provided technical guidance and supervision for the preparation, issuance and conductance of test procedures and decontamination procedures for the acceptance testing of all mechanical, electrical, fluid and structural systems of nuclear reactor plants onboard U.S. naval submarines. Worked closely with representatives from the U.S. Navy, Westinghouse and Naval Reactors to ensure reactor safely and proper operation of shipboard nuclear reactor systems.

Assisted Chief Test Engineer in planning, coordinating and scheduling reactor plant work performance and test programs. Oversaw the performance of reactor plant special operations procedures and acceptance tests. Responsible for adherence to all technical and safety requirements for the reactor plant.
