★ Directs the Code Enforcement Unit and Special Investigations Unit, while expanding responsibility to include the Community Risk Reduction Division. Expanded the division’s size, funding, and effectiveness.★ Led outreach to over 50,000 residents each year through community engagement and training programs that reduced injuries and fatalities from fire, as well as commercial and industrial fire losses and accidents.★ Used GIS data to identify trends in emergency incidents and fire code violations in order to prioritize resource allocation.★ Served on multi-agency workgroups committed to improving state policies, and forged public-private partnerships with branches of the military, the Nuclear Regulatory Commission, FEMA, and local corporations.★ Maintained department accreditation through the Center for Public Safety Excellence (CPSE) and the Insurance Services Organization (ISO).

★ Directed Code Enforcement Unit and Special Investigations Unit (Bomb/Arson), overseeing criminal investigations, code enforcement, and risk reduction.★ Investigated incidents that included fires, fire fatalities, bomb incidents, and the release of hazardous materials. Improved the effectiveness of investigations, leading to an increase in criminal case charges from 30% to 68%, and fire cause determination rates from 52% to 95%. Created an evidence management system that tracked thousands of items.★ Launched the city’s first Environmental Enforcement Unit dedicated to targeting individuals releasing hazardous materials into the environment.★ Instituted a program and field training procedures for staff in the Special Investigations Unit and the Code Enforcement Unit. Developed courses that led to invitations to present at major conferences that included the Virginia Fire Chief’s Association Conferences.★ Eliminated and maintained zero employee attrition since 2020. Increased women and minority representation to as high as 60%.

★ Promoted multiple times over a decade with the police department.★ As a SWAT Operator, served on SWAT teams handling responses to high-risk scenarios.★ As Master Police Detective and Detective, handled cases in the Major Crimes division involving homicide, sexual assault, robbery, abduction, and missing persons.★ Wrote and secured grants that included domestic violence grants and officer health wellness grants★ As a member of multidisciplinary teams, developed policy and legislative recommendations to better serve survivors of domestic violence.
