California EPFP is jointly administered by the Education Insights Center and the Center for California Studies at Sacramento State to support the development of a new generation of skilled, informed education leaders who can develop and implement effective policy. The program brings together approximately 20 professionals over the course of an academic year to explore critical topics related to the national program’s three pillars: policy, leadership, and networking. California EPFP is tailored to address particular challenges in the state through its focus on 1) connecting K-12 and postsecondary education and 2) connecting state policy development and local implementation needs. These connections will be supported through the selection of Fellows, networking opportunities, the curriculum and speaker series, and the applied projects that Fellows complete.

•Research & Evaluation: Responsible for designing and implementing replicable and scalable evaluation plans and strategies using multiple data sources and collection systems to provide both formative and summative program improvement data to over 400 program sites across California. Outcomes examined and used to meet deliverables and sustain partnerships with multiple school districts, government agencies, foundations and corporations.•Strategic Planning: Original member of strategic leadership team that helped build systems and processes necessary to implement and scale a small afterschool program of 23 school sites in one district to what is now California’s largest and leading provider of out-of-school time supports at over 420 school sites (PreK-12). Co-led effort to develop comprehensive dashboard to track operational metrics•Proposal Writing: Worked closely with leadership from multiple district and community partners to lead or co-lead writing for several multi-million dollar state and federal grant competitions including IES, i3, 21stCCLC, HQSES Demonstration Grant and three high scoring Promise Neighborhood Proposals.

Launched district-wide, multi-million dollar afterschool program for low-income, second language learners. Developed ground-up program policies and procedures as well as payroll and attendance reporting systems. Integrated community partners, trained credentialed teaching staff and principals on grant deliverables and compliance issues, and provided staff development on effective after school curriculum and behavior management (K-8). Other duties included grant writing, reporting and compliance oversight, and evaluation, resulting in over $5 million/year by 2005; dollars that continue to get awarded today.
