Ran the product management side of the largest software system at the State of Colorado. Owned release planning and the maturation of the Agile software development lifecycle (SDLC). Brought product management best practices to an application and stakeholder group new to the concept.Put a process in place for release management, ensuring that stakeholders’ goals were met without exceeding the capacity constraints of the State software implementation team.Developed an 18-month roadmap for each of the seven program areas, helping them achieve their program and legislative goals within their allocated budgets.Completed a year-long Agile SDLC maturation pilot, resulting in a higher rate of Agile project adoption and business value delivery.

Led a team of project and program managers, partnering with product owners, tech teams, vendors, and other CDLE units to create agency IT strategy and deliver value-added application enhancements in alignment with that strategy. Matured the Agile Program by setting best practices and coaching the product owners on them. Consulted on project governance, including process improvements. Created and rolled out the Agile Product Owner Program department-wide, by setting policies and procedures, gaining executive buy-in, and providing training to 50+ product owners.Built the 5-Year technology roadmaps for each division, worked with product owners to assess the health of each product, and made recommendations on improvements.Partnered with procurement and division stakeholders to write, maintain, and renew 20-25 requests for proposal (RFPs), invitations to negotiate (ITNs), requests for information (RFIs), contracts, and other procurement vehicles to ensure they covered State technology standards and industry best practices.

Led a team of developers, testers, scrum masters, operations staff and partnered with product owners and business analysts to deliver product enhancements to the Division of Unemployment Insurance (UI) at the Department of Labor and Employment. Governed enhancement priority process to ensure focus on highest-value requests. Consulted business stakeholders on creating Agile product intake and release management processes. Created a committee of business SMEs, project managers, and business analysts to prioritize non-project enhancements across seven major systems for the UI division, using impact reporting to help a non-technical audience understand technical issues and the benefits and risks of implementing or not implementing them. Revitalized the software development lifecycle for the development team supporting UI and created relevant sign-off points for the business owners to ensure features align with expectations.
