As the Principal Manger for Emerging Technology & Valuation at Southern California Edison, Jenifer leads the team that identifies and evaluates emerging technologies that will enable SCE to modernize the grid, integrate distributed energy resources, enable customer choice, and accomplish SCE’s strategic vision to decarbonize the electric sector and electrify transportation and buildings

Jenifer Lee currently leads teams of consulting experts to assist our clients with regulatory compliance, site selection and permitting, electric generation infrastructure entitlement, emergency response preparedness, and due diligence services. Ms. Lee is an accomplished entrepreneur with a strong technical and commercial multidisciplinary background. She currently uses her executive expertise to assist clients with startups, M&A due diligence, risk assessment, financial analytics, contract negotiations, change management, organizational leadership and personnel development.

This position evolved from leading the Santa Ana Environmental organization (2009 to 2012) to leading the Technical Services Organization including: Project Management and Execution (PMEC), Interconnection, and Wind Resource Assessment (2012 to 2013), to responsibilities for NERC Compliance across EME’s organization (2013). Ms. Lee managed teams that have successfully executed critical, multi-disciplinary projects across EME’s wind and gas businesses. These teams provide services to support EME’s facility siting, environmental review, permitting, due diligence, financing, and construction for EME’s wind, solar photovoltaic (PV), transmission interconnection, and natural gas development efforts. This included the development and deployment of an ESRI award winning, advanced cloud-computing Geographic Information System (GIS) for infrastructure site screening, project evaluation and due diligence to support EME’s wind business. She managed the EME Technical Services team that supported development and execution of an air emission offset solution in South Coast Air Quality MD (SCAQMD) to allow the Walnut Creek Energy Project to advance to construction, and the PMEC team that delivered the 500 MW WCEP with an outstanding safety record (Zero DART for EME and the Contractor), on schedule, and significantly under budget. The team was also able to close long-term financing in record time – 30 days from beginning power delivery under the Power Purchase Agreement. In addition to the business execution objectives, this position required extensive improvement of business processes and project control tools, department budgeting, execution of a recruiting and competency interviewing program for new staff, and coaching and developing existing staff.

NJR is a California consulting firm specializing in entitling and permitting new power generation and transmission facilities, and regulatory compliance in the electrical power and petroleum industries. As a founding owner for over 15 years, Ms. Lee created and grew a consulting business that included setting up and managing all aspects of owning and operating a California business. NJR provided project development services to Independent Power Producers (IPPs) focused on gas and renewable generation project in the southern California region and SCAQMD and to large oil companies in parts of Long Beach and Los Angeles. As a consultant to Calpine and subsequently GE Power, NJR acted as the owner’s environmental project manager for the siting, feasibility assessment, development strategy, risk assessment, and licensing and permitting of the Inland Empire Energy Center with the California Energy Commission, SCAQMD, County of Riverside, Eastern Municipal Water District, etc. When GE acquired the project, NJR continued in that role to expedite the new air quality permit application and CEC license amendment for the GE project. During Ms. Lee’s 15 years as an owner of NJR, they completed hundreds of projects for Fortune 100 companies, and NJR continues successfully today. Ms. Lee was hired to manage an existing department with a staff of two, and grew the marketing services department to a team of six to execute corporate strategic goals to expand the consulting practice in transmission line project management, and energy project siting and permitting, to standardize marketing and proposal processes among a wide variety of consulting practices, and to provide training and proposal preparation services. Ms. Lee provided consulting services to the utility and public market sectors managing multi-disciplinary projects with billings in excess of $1 million dollars; including complex CEQA, NEPA, air quality, and human health and ecological risk assessments. Hired from college into two-year corporate Technical Sales and Marketing training program, Ms. Lee held various positions of increasing responsibility in a variety of Westinghouse Divisions; including the Nuclear Services and Nuclear Components Divisions and Power Generation Projects. As a project engineer, Ms. Lee was responsible for the Western United States Region for cogeneration project development and repowering market and business planning. Reviewed and participated in all aspects of contract negotiation including engineering, procure and construction, fuel, interconnection, and power sales contracts.
