I wore several hats in this position. First, I co-lead a large software development team that designs, builds, and maintains custom Drupal websites and applications for over 40 government sponsors and internal stakeholders. This was my first role creating a software product from beginning to end. I identified the original business need, developed product vision, and oversaw development of a Ruby on Rails web application that streamlined program operations and provided a centralized information management platform for program administrators, federal clients, and fellowship candidates. I had the privilege of leading a cross-disciplinary team of software engineers and testers in the design, development, testing, implementation, and maintenance of this system. I served as the Product Owner responsible for translating system requirements into user stories, prioritizing and grooming issues in the backlog, and planning sprints and version releases. After six years, the product had resulted in 350% increase in annual applicant pool, significantly reduced operational labor costs, and had received outstanding feedback from all user groups.

Stepping up from my operations role, I served in both lead and deputy program manager roles administering a government-sponsored fellowship program which recruits, trains, and develops the next generation of leaders in the field of nuclear security. I directed program strategy, assessed risks, and created mitigation strategies in an ever-changing political environment. I was entrusted as the primary relationship steward for a diverse network of over 150 federal clients, including high-ranking government officials. I lead a team of 15 multi-disciplinary staff members and mentored junior-level staff on career goals. During my tenure, the team was able to successfully scale program operations to support a 100% increase in scope with only a 35% increase in overall cost. Over the course of my 5 years on the program, we recruited over 900 applicants and hired 165 employees.

This role was where I learned my passion for efficiency and achieving results. I collaborated with internal and external stakeholders across multiple business functions to identify interdependencies, increase efficiency, and drive down costs. I ensured alignment of program scope, resources and timelines, and was the lead financial analyst responsible for developing and overseeing $5M in annual budget. My proudest accomplishment in this role was designing and implementing a scheduling tool that streamlined a complex annual interview process for over 400 clients and external stakeholders. My tool enabled us to compress the scheduling process from 2 weeks to 2 days, resulting in 25% labor cost reduction and increased scheduling accuracy.

My first step into the professional world was working directly with project managers providing budgeting analysis, scheduling, and project management support for a large-scale international nuclear security program. I discovered how much I enjoyed information systems, and helped to implement and improve existing project management tools to streamline complex budgetary processes. I served on team that designed and implemented a budgeting database that was deployed across five U.S. Department of Energy national laboratories, improving the efficiency and accuracy of a complex annual budgeting cycle. When I left this role I was managing budgets for a portfolio totalling $20M in annual budget.
