Served as a lead business architect for the Procurement and Sourcing Solutions Portal (PASSPort), NYC’s transformation initiative for digitization of its procurement operations across 40+ city agencies, 30,000 vendors, and 7,000 procurement staff, encompassing $20B in annual spend. Crafted procurement and financial management policies, procedures and protocols, oversaw operations across four business units, and deployed advisory services to agency executives, managers and staff.

Oversaw the organization’s administration, operations, planning and capacity building. Managed project delivery for the full suite of digital products, and directed strategic policy and data integration initiatives. Launched new programs and aligned activities and resources with the Mayor’s priorities. Served as a principal liaison to City Hall and external stakeholders.

Led design, implementation, performance management and support services for HHS Accelerator, an online procurement and financial management system for NYC health and human services contractors. HHS accounted for $12B in contract awards in FY21 and $5B in spend. Guided procurement, planning, program and policy staff across 13 city agencies and convened policy and practice workgroups.

Managed the Health Information Tool for Empowerment (HITE) project, an online directory of health and social services for caseworkers and New Yorkers in need. Developed a taxonomy to optimize user queries, managed new technology and capacity building projects, and served as the liaison to partners and funders.
