Some highlights include: ➥ Overcoming the challenge of leading a department with no preexisting structure by creating SOPs and training procedures to define a solid framework and provide risk/audit protection.➥ Mitigating risk by implementing processes to ensure and maintain Benefit Enrollment team compliance with government regulations – HIPAA, ERISA, and SSA.➥ Identifying over 20 years of uncollected union dues by tracking a discrepancy from past and present leadership and verifying unaccounted manual payments, bringing the organization in compliance with federal statutes and regulations.

In this position, I directed a cross-functional team of ~100 and managed an $80M administrative budget to oversee the Ticket to Work program (TTW), an initiative to freely assist people enrolled in the Social Security disability benefits system transition back into employment without losing all benefits. The TTW program includes career and benefits counseling, resume development, interview coaching, market research, job placement, and ongoing employment support. Some notables include:➥ Leveraging Ticket to Work program knowledge to act as an SME in program administration and operations and contractor/POC for the government. This included developing cost proposals, sub-contractor oversight, quality control, and RFP processes to secure vendors and subcontractors for program software and services.➥ Improving documentation by drafting monthly and ad hoc reports, risk logs, and managing vendor agreements.➥ Increasing efficiency, consistency, and accuracy by defining SOPs and creating desk guides and manuals for staff training.

In this role, I directed and provided oversight as a GS-13 to a team of ~six to analyze and ensure policy was applied according to standards and regulations. Some achievements include: ➥ Ensuring uniform and consistent data for wage determinations by analyzing policies and procedures to recommend updates and revisions.➥ Advising field representatives on best practices to determine and issue prevailing wage rates and fringe benefits for various classes of workers across numerous geographic areas.➥ Enhancing communications as a liaison among government agencies, contractors, associations, and labor organizations.

Led the State Medicaid Program Integrity Review contract for CMS. Providing cutting edge consultative support to our customers and ensuring satisfaction. I was the first-line supervisor of three Program Integrity (PI) reviewers and a wider team of ~30 to support the Centers for Medicare & Medicaid Services (CMS)/Center of Program Integrity (CPI) with a $10M budget. Some achievements include: ➥ Creating and launching the program from the ground up for this startup by defining project plans, designing training modules, recruiting staff, overseeing technical reporting, managing subcontractor agreements, and developing internal infrastructure. ➥ Improving communications by conducting site visits with state agencies and acting as primary contact for government officials.➥ Auditing state Medicaid programs to ensure compliance with federal requirements.

In this role, I led a direct team of 23 and acted as second-line supervisor to eight in process support and improvement guidance for the Ticket to Work Program. I was first-line supervisor of 14 staff in processing vocation rehabilitation cost reimbursement payments, performing quality assurance reviews, and training internal and external VR staff on the cost reimbursement processes while managing a $400M budget. A notable highlight includes: ➥ Being recognized for significantly improving claim processing by creating a tier system and application appeal limits to reduce average processing time from 100 days to less than 60.➥ Receiving the SSA Commissioner Citation, the highest agency honor, for solely drafting and implementing a national policy for the Non-Home Real Property (NHRP) initiative. This endeavor helped SSA determine cost-effective use of a commercial data source to identify non-home real property during a Social Security initial claim and high error profile (HEP) redetermination interview.
