Healthcare policy leader for the Massachusetts Legislature. Lead negotiator with state and federal government agencies and partners to align policies and payment structures, and to consider creative solutions to complex problems with a focus on health equity and access to therapy. Led work to improve Massachusetts leadership in the life sciences as a critical component of the state economy. Conducted focused research on additional drivers of healthcare costs, strategies for containment, effective wraparound services in chronic disease management and was one of the first to recommend inclusion of social determinants of health factors into public policy.

The 37th Middlesex District is comprised of Lunenburg (precincts A,C,D), Shirley, Harvard, Boxborough, Acton (precincts 3,4,5), Ayer (precinct 2) and Devens Military Base and Economic Enterprise Zone. In addition to the Committee, Jen is co-chair of the Massachusetts After-School and Out-of-School Time Coordinating Council and State Director for Women In Government. Jen focused her legislative work in renewable energy and grid modernization policy and regulation, healthcare reform, and ensuring equity within government systems and policy creation. She complimented her legislative efforts with significant academic work in leadership, management, and crisis communications.Jen has served as a leader on multiple committees including Healthcare Finance; Small Business and Community Development; Telecommunications, Utilities and Energy; and Education.

Established in 2012, the Governor’s After School and Out-of-School Time (ASOST) CoordinatingCouncil is a fifteen-member council tasked with researching resources and evidence based strategies that best support children and youth in the Commonwealth during their out-of-school hours.• Lead diverse team of highly trained experts and practitioners to develop a state-wide plan to ensure access to high quality after school programming for children of all ages.• Work toward adequate funding for ASOST programming.

Voting member• The Massachusetts Workforce Investment Board (MWIB) advised the Governor on continuouslyimproving the Massachusetts Workforce Development system.• Acted as Legislative representative ensuring policy and budget alignment.• Worked to align needs of business leaders and educational curriculum, particularly at vocationaltechnical schools and the community college system.

Lead Massachusetts efforts around implementing healthcare cost containment reform legislation. Worked on increasing the use of data in healthcare policy decision making and smart updates to existing policies to reflect new scientific breakthroughs in medical treatment, such as the issue of bio-similar pharmaceutical substitution.

Budget and policy creation; public service; labor relations.As a member, and later Chairman, I served on many town committees such as Capital Planning Committee, School Building Committee, Charter Review Committee, Policy Sub-committee and spent several years as liaison to the Finance Committee.
