Ms. Wilkinson is the Program Manager for the Joint Staff, responsible for managing the day to day activities for a 35-person team across multiple work streams including a tiered Help Desk, production operations, technical support, design and development of enhancements. TeraThink is applying a standardized SDLC to define and validate requirements, design new processes and functionality, develop new components, system/acceptance, and regression test changes, and deploy them to production. TeraThink also maintains the IT infrastructure, including interface and batch job execution, system and performance monitoring, capacity planning, and continuity of operations (COOP) set up and execution. TeraThink provides assistance with audit readiness and system compliance with government standards, accounting principles, internal controls, and application standards, including assessing operational weaknesses and recommending corrective solutions. TeraThink also supports assessment of compliance with applicable NIST Risk Managements Framework controls and addressing POA&MS for the EBAS to achieve the Authority to Operate (ATO). In addition to supporting all the teams in contract execution, Ms. Wilkinson performs the following management tasks:• Managing contract delivery, performance, and compliance.• Managing customer relationship and communications, including project status reporting, status meetings, and executive briefings.• Managing staffing, invoicing, subcontractors.

DoD Defense Logistics Agency 01/2016 – 12/2017Enterprise Funds Distribution Support Upgrade ProjectProject Manager for the upgrade of the EFD System from Momentum 7.0.2 to Momentum 7.3.1 and to major upgrade of functionality. This included oversight of all phases of the upgrade life cycle, completion of over 50 work products deliverables. The DLA EFD System provides an integrated environment that enables the automation of funds distribution and funds control processes with single-source data entry and automated workflow. TeraThink upgraded the EFD Budget Execution from Momentum 7.0.2 to Momentum 7.3.1. Based on TeraThink’s success in performing the Momentum® 7.3.1 upgrade within a six (6) month time period, DLA awarded TeraThink a one-year contract to implementation Phase 2 of the EFD Program. During this Phase, TeraThink is expanding expand EFD functionality to incorporate the USSGL format into EFD, transition in additional users, distribute funds to lower levels of the budget, and interface with Service execution systems. Ms. Wilkinson managed a project team of 16+ FTEs to execute tasks including oversight of all phases of the development life cycle and completion of over 40 work products deliverables.Project tasks included:• Assessment of the impacts of the 7.3.1 upgrade to EFD processes. Upgraded custom interfaces and reports, tested the system, trained users and moved the system into production. • Requirements definition and system/interfaces/reports design for expansion of system to additional budget levels and for an additional 2,000 new users.• Configuration of the application based on EFD requirements.• Conversion of legacy data.• Test Plan, Test Scripts, and managed test readiness review for System Integration Test and User Acceptance test.• Defect and issue resolution.• Training materials, user guide, and quick reference guides for user reference.• Set up of environments.• Coordination of production cutover.
