I helped develop the Integrated Country Strategy, maximizing the effectiveness of a $15 million budget in pursuit of those objectives. I was also responsible for the negotiation of diplomatic privileges and immunities, including tax status.

Washington, District Of Columbia, United States

I managed over $274 million in operational funding for all U.S. Embassies and Missions in Europe, crafting and implementing policies that saved $7 million annually with no effect on goal attainment. I also advocated for the interests of Embassies overseas as the Bureau of European and Eurasian Affairs representative on the interagency board responsible for allocating $3 billion in worldwide operational funding.

I led a large team to provide information management, human resource, financial, facility management, and logistical services, enabling U.S. Embassy Libreville to meet all foreign policy and programmatic goals with a total budget of $7 million. I negotiated all diplomatic privileges and immunities for the Mission.

I formulated U.S. policy and trade negotiation positions with an interagency team on agricultural trade, biofuels, food security, and phytosanitary regulations, including at the World Trade Organization. I worked on interagency teams to address food security aspects of major international conflicts, including the Arab Spring.

Algiers, Algeria

I planned and delivered emergency and routine consular services to U.S. citizens, including the response to the December 2007 Algiers bombings. I also managed and executed immigrant and non-immigrant visa operations for Algeria.

Conakry Region, Guinea

I led a team of 80 staff to deliver procurement, logistics, property, travel, and housing services for six U.S. Government agencies in a challenging operating environment. To support this, I executed all Mission procurement, holding a Contracting Warrant with a $5,000,000 commercial/$250,000 non-commercial limit. I also conducted logistics operations for the military-aided evacuation of hundreds of U.S. Citizens during civil unrest.
