During the pandemic, I built a virtual peer network of state-level epidemiologists in DC, MD, VA, WV, DE, and PA. This group continues to convene weekly to develop innovative projects to enhance the COVID-19 response. Projects include (1) a secure and daily exchange of contact tracing data across states through a partnership with the Association of Public Health Laboratories (APHL) and their AIMS platform, (2) a multi-state phylogenetic tree, updated weekly to provide actionable intelligence to track variants of concern based on the number of mutations, and (3) oversaw the development of the Dagger dashboard, providing healthcare capacity and vaccination data in the region with partnership with Johns Hopkins Applied Physics Lab, hospital associations, and health departments within the DMV. The success of these projects have gained national recognition. In my primary role, I bring together key stakeholders to develop partnerships and identify opportunities to address challenges in the metropolitan Washington region. The committees include the Health Officials Committee (HOC), Human Services Policy Committee (HSPC), Region Forward Coalition (RFC), and the Washington Regional Association of Grantmaker (WRAG) Health Communities Working Group (HCWG). Other major accomplishments include leading the 2017 Opioid Summit with keynotes from Virginia Governor Terry McAuliffe, Maryland Governor Larry Hogan, and DC Mayor Muriel Bowser. In addition, I oversaw the development of the VCU report, Uneven Opportunities: How Conditions for Wellness Vary Across the Metropolitan Washington Region, demonstrating how the social determinants of health impact our communities and the subsequent Health Equity Brief, as a tool to start the equity conversation with key stakeholders.

I managed the Hospital Preparedness Program (HPP) in Virginia. I provided technical advice, assistance, consultation, and guidance to Federal, State, and local public health agencies and healthcare entities regarding the development and improvement of hospital and healthcare preparedness. I coordinated and assisted Virginia's 6 Healthcare Coalitions in developing and implementing preparedness planning activities, training programs and exercises in support of emergency response and hazard mitigation, medical surge and recover plans for all type of natural and man-made threats. I provided significant programmatic input to senior leadership resulting in effective policy formation and emergency preparedness program implementation. I represented and carried forward VDH policy in close interaction with other state agencies, hospitals, and other private sector partners in the successful implementation of the Hospital Preparedness Program (HPP) grant requirements. I was responsible for oversight and coordination of the distribution of federal funds that support HPP activities.

I provided technical advice, assistance, consultation, and guidance to State, and local public health agencies and healthcare entities regarding the development and improvement of hospital and healthcare preparedness for Region III in Maryland. Region III consists of the 21 hospitals, 7 FQHCs, 5 State Facilities, 7 EMS jurisdictions, and 6 LHDs within Baltimore city, and Baltimore, Howard, Carroll, Harford, and Anne Arundel Counties.

I was the State Lead for 8 States for Project Public Health Ready (PPHR). PPHR is a competency based training and recognition program that assesses LHD all-hazards, training, and exercise plans. I provided direct assistance to LHDs by means of reviewing their preparedness plans and providing guidance in meeting the PPHR criteria. I recruited and trained reviewers from across the nation to evaluate the preparedness plans submitted for recognition and coordinate national review process.

I created the Purdue Infectious Disease Plan. Once the plan was developed, I disseminated emergency preparedness educational materials across the Purdue University campus.

Thesis: “Agenda Setting Effects of the News Media on the Public Opinion.” I utilized Twitter to observe what people think and communicate to each other about the flu shot without a focus group or any other means. As a result, I am able to perform sentiment analysis to recognize the negative and positive feedback as a result of the 2009 H1N1 pandemic flu shot campaign.

At PHSI I aided in the development of panflu exercises to evaluate the healthcare systems in rural counties throughout Indiana. This involved in-depth research on healthcare policies and gap-analysis of current hospital pandemic plans at the local, state, and national level. After a thorough review of current policy and planning, I helped engaged hospital staff to fully identify their current needs and limitations. I participated as a controller in each exercise and aided in the development of the after action reports and improvement plans following each exercise.
