Deputy Chief of Party for the USAID Office of Transition Initiatives (OTI) funded 20 Million USD program. Set up, designed and lead small grants program to test and support promising mechanisms and activities to increase positive opportunities for youth. Oversaw strategic direction for over 180 grants and developed network of over 100 civil society and Government of Pakistan partners. Provided leadership and direct oversight of all program and operations. Recruited, trained and lead a team of 49 staff.

Islamabad, Pakistan

Managed program support unit for a 132 Million USD/OTI small grants program in destabilized communities through over 1,000 community identified grant activities; post conflict rehabilitation, farm-to-market infrastructure development, potable water schemes, school rehabilitation, bridge and flood protection wall construction. Developed 6 month work plans, executed across 8 remotely managed field offices. Anticipated and addressed field support/implementation needs. Chronicled programmatic best practices and trained all staff in findings. Lead efforts and developed tools to improve interdepartmental and work flow efficiency. Responsible for accountability of all dispersed grant funds and adherence to USG regulations. Grant file audit of my unit by the USAID Regional Inspector General had one finding: USG must prioritize program continuance. Managed nine staff.

Expanded scope of national refugee resettlement programs through over 2 Million USD in successful awards from the Department of Health and Human Services/Office of Refugee Resettlement. Designed and received United National High Commissioner for Refugees 500,000 USD grant for the creation of the National Center for Unaccompanied Immigrant Children. Developed new institutional relationships with Citibank and Shorebank resulting in general operating support and pilot funds for a national financial literacy project. Established overseas presence with successful grant from the Swiss Embassy to assist Burmese migrants affected by the 2004 tsunami.

Administered Public-Private Partnership among six NGO and state agencies affiliated with the Baltimore Resettlement Center. Coordinated partnership meetings and goals. Liaised with Baltimore Mayor’s Office, Maryland State Office for New Americans, and local service providers. Managed one staff.

Designed and implemented Money Matters, a comprehensive financial literacy project for newly resettled refugees and asylees. Created refugee-specific financial literacy curriculum and conducted 14 financial trainings reaching 79 adults and 10 youth. Provided case management services – personal finance and entrepreneurship – to10 refugee and asylee men and women. Organized opportunities for entrepreneurs to market goods at city festivals. Implemented Refugee Women Leadership Project in collaboration with four community based organizations, engaging 50 immigrant women in two 11-week professional leadership courses. Mentored two women in the program.

Supported six enterprise development projects in El Salvador, India, Nepal and Philippines. Contributed to 5 successful proposals to USAID and foundations totaling 2.1 Million USD. Built relationships with the World Conservation Union and Conservation International. In Nepal and Philippines, contributed to five community-based business plans for handmade paper, felled timber, abaca, and annatto products.
