Responsible for all aspects of the Virginia Medicaid program, the state's largest health insurer covering 1.4 million lives- Direct oversight of a $12 billion budget and over 500 employees. - Led the successful implementation of Medicaid expansion for the Commonwealth of Virginia, enrolling over 300,000 low-income Virginians into health coverage in less than 9 months - Drove multiple patient-centered, innovative reforms, such as the first-ever Medicaid Member Advisory Committee - Created a new Office of Value Based Purchasing to lead Medicaid payment reform initiatives through managed care- Introduced multiple transparency initiatives, including new online performance dashboards and a new consumer-friendly website and consumer digital engagement

- Supported the Secretary of Health in managing 11 agencies and offices with over 16,000 employees and a $13 billion budget. - The Secretariat comprises 30% of the state’s budget and includes all major health care and social service departments, including Medicaid, behavioral health, social services, public health, health professions, aging and rehabilitation.

Stood up a new Office of Community Engagement and launched multiple innovative public-private partnerships to improve the health of veterans

- Selected as one of 14 fellows appointed by President Obama for this prestigious leadership and public service program - Served as the key health adviser in the Office of the Secretary and led multiple high priority projects for Secretary Shinseki and the White House, including working with the Office of the First Lady on Joining Forces, an initiative begun by First Lady Michelle Obama and Dr. Jill Biden to support the military, veterans, and their families;
