Responsible for regulating public utilities, including electric, gas, water, telecommunications, and transportation companies. I ensured that these utilities provided consumers with safe, reliable, and affordable services. Review utility applications and lead innovative regulatory policies, such as Performance Based Regulation, Advanced Rate Design, Grid Modernization, and DER programs and tariffs. Responsible for evaluating and deciding on rate cases, consumer protection, environmental and safety, infrastructure planning, public hearings and stakeholder engagement, promotion of renewable energy and sustainability, long-term planning, compliance and enforcement, and policy development.

Conducting analysis and research on future scenarios for Hawai'i's energy mix in order to identify realistic pathways towards meeting the state's renewable energy goals of 100% renewable. Evaluating, modeling, and researching grid integration strategies for renewable generation by conducting grid systems and technology demonstration projects that will advance solutions for Hawai'i, the nation, and the Asia-Pacific Region.

● Project lead on the economic and market potential sections of the California Demand Response Potential Study commissioned by the California Public Utilities Commission ● Researcher and data scientist for economic and market potential analytical frameworks, data collection and analyses for demand response programs and technologies● Technical assistant to state and federal policy-makers on demand side energy management related topics, such as pilot design and implementation, time based pricing programs and ratemaking, demand response enabling technologies, and the role for demand side management in providing bulk power system services● Co-Principal Investigator, researcher and author of demand response technical papers for the Department of Energy

The Enterprise Performance Data Manager is a new position for SMUD, created to lead the development and implementation of a SMUD wide management process related to data governance, data management and integration, improving collection of data that captures information that improves organizational efficiency, reduces risks, improves accountability, and facilitates the accessibility of accurate and timely data throughout the organization. Tasked with evaluating and recommending a data governance plan which includes: Establishing enterprise wide data definitions,Identifying strategies for data collection and retention processes, Creating official data-of-record warehouses for reporting,Identifying resources needs and organizational changes at SMUD for new roles of data steward and support staff throughout the organization,Evaluating software/technology solutions that improves the flow of information throughout the organization to improve data analytics for data-driven decision making.Additional responsibilities include: Implementing improvements to data collection, inventory control, data retention for business units that requested these “consulting services” from the team. This effort requires creation of databases for capturing accurate and meaningful data, hiring and training additional resources, implementing data quality controls and data retention strategies. Working on the Enterprise Performance Initiative focusing on Business Unit and Enterprise data collection/management for organizational performance metrics.

Responsibilities and deliverables:*Project manager of SMUD’s SmartPricing Options pilot - continued management of pilot through final evaluation phase, project transition to operations, and reporting of results. Represented SMUD and provided testimony and presentations of pilot results, project implementation lessons learned and best practices at numerous industry conferences and regulatory hearings across the country and internationally. *Support and assist with the annual forecast of electricity retail load requirements for the electric utility. This includes analysis of large data sets, database management, data hygiene, analysis and reporting for forecast of projected retail electric energy sales and load demands.*Project Manager for the 2015 electric rate process of a new residential Time-of-Use rate, which will be a default rate option in 2018 for residential customers. CORE team lead for rate process which coordinates between SMUD’s business units and Steering Committee for future rate actions. *Data Mining and Analysis- conduct and build data extractions and queries for projects, conduct analysis of customer information and program information, create models for program analysis*Complete statistical, financial and operational gap and risk analyses, summarize program data and metrics *Conduct primary and secondary research and analysis with numerous universities and research organizations

Planned, implemented, and managed SMUD’s Smart Grid Consumer Behavior Study, known as the SmartPricing Options pilot, a time-variant pricing trial that examined customer acceptance and energy consumption behavior changes of residential customers that were offered and enrolled in different time-variant electricity tariffs. The study was part of the successful SmartSacramento Smart Grid Project, a $308 million dollar American Recovery and Reinvestment Act grant project funded by the US Department of Energy. The SmartPricing Options pilot is considered the most accurate and insightful pricing pilot conducted in the electric industry to date as a result of the outstanding planning and implementation of three complex quasi- experimental research designs and seven different treatment groups in a dynamic pricing pilot with smart grid enabled technology. Implemented SMUD's pilot which included marketing and recruitment of over 10,000 residential customers into pilot within seven months for a two year pilot of time based electricity rates for a sample of SMUD’s residential customersOversight and coordination of technological implementations and integration into legacy and new IT systemsAuthored and released over six formal Request for Proposals for professional services and capital procurementsManaged the $13 million pilot over 2.5 years, reporting weekly and monthly.
