Lead Policy Specialist Financing For Development/Metod & Ämnesföreträdare Utvecklingsfinansiering
Senior Advisor/Catalytic Financing For Development
I am part of a group of three advisors reporting to the deputy head of department and with a mandate to coordinate and promote financing solutions to scale up financing for development to increase efficiency and impact of Swedish development assistance. I lead strategic partnerships with external actors such as UN, Multilateral development banks but also internal work to develop ways to use Swedish development Assistance (ODA) more catalytically. I have established a strategic collaboration with the UN and OECD to strengthen capacities in frontier and emerging markets to mobilize additional resources for Agenda 2030, leading to both country and global policy reforms to align financing with sustainable development. I also lead partnerships with private sector (mainly investors) to mobilize additional (private) capital for sustainable development. I engage and partly lead the work in a Swedish investor alliance on behalf of Sida’s DG (Swedish Investors for Sustainable Development) as well as engage in an advisory role in a global investor alliance led by UNSG (Global Investors for Sustainable Development). I spearhead Sida’s working methods in relation to financing and represent Sida externally in global meetings, e.g. in the UN, World bank etc. I also have an advisory role to Sida’s management and lead on reporting to government (e.g. assignments related to letter of appropriation).

UNCDFs renewable energy programme CleanStart supports low-income households and micro-entrepreneurs with access to clean energy through micro-finance. I was elected to the Programme board of UNCDF with responsibility to oversee implementation of the global programme, set Clean start’s strategies and priorities and ensure efficient implementation of the programme. The board’s responsibility is also to set the direction of and approve capital grants, loans and guarantees to partners. I was especially appreciated for contributing with strategic oversight, improving setting of KPIs and other management tools available to the board, strengthening management and follow up of UNCDF programmes and impact of renewable energy projects.
Deputy Head Of Cooperation/Development Analyst/ First Secretary
Main responsibilities include poverty/development/economic analysis as well as implementation and monitoring of a portfolio focused on inclusive economic development, labour markets, environment & climate and management of natural resources and renewable energy. I was lead specialist in private sector collaboration and development finance and responsible for programmes as well as areas like market systems development, innovative financing and partial risk guarantees. Partners were mainly multilateral institutions, civil society, private sector and business associations. I successfully initiated and led a change process of the Embassy portfolio in support of economic development, brokering new and more strategic partnerships; I developed a new trust fund together with the WB to support labour market reform and collaborated with Uganda’s development bank in reorganization of a Climate Financing facility to provide affordable finance for climate-smart agriculture, infrastructure and low-carbon industry etc. I also pioneered ways to deliver high quality poverty and economic analysis to strengthen evidenced based decision making including efficiency in the process to deliver on proposals for new bilateral strategies for Sweden.

As one out of three advisors at the DG’s office, main tasks included preparing, quality assuring and coordinating documentation to the top management, and also working closely with all parts of the agency as well as Swedish MFA to ensure that prioritized strategic issues gained traction in the organization. My daily work also included preparing statements and speeches for the Director general and managing the work of Sida’s board. Through close collaboration with board members, heads of departments and units, and agency staff we advanced a broad agenda with focus on efficiency, quality control and new innovative ways to deliver qualitative development cooperation. I digitalized the board work and through diplomatic and close collaboration with staff, I managed to significantly increase efficiency and quality of matters presented to the board. On top of regular field travel together with Sida’s DG, work also included participation in, and preparations for Swedish Government’s delegations, e.g. to the WB spring/annual meetings and UN conferences (UN General Assembly, UN Financing for development conference) etc.
Project Manager, Director-Generals Office
The project, commissioned by the Director General, served to contribute to an organizational review and to identify success factors and improvement potential in resource allocation between HQ and the field units, i.e. Embassies. As part of a team of four people, the tasks ranged from interviewing staff and heads of cooperation/units/department to providing organizational analysis including assessing a set of issues related to governance, human resources management and incentives for organizational development. We successfully produced a proposal to Sida’s management for rethinking the way the agency organizes some of the core duties. Many of the proposals were later implemented in the organization. The project kick-started my interest in leadership, management and strategic organizational planning.
Programme Manager, Department For Global Cooperation, Civil Society Unit, Sida
During the six years at the unit, I served as focal point for the partnership with several of the largest Swedish Civil society organizations specialized in development cooperation (e.g. International Red Cross, Save the children, Union to Union etc.). It included engagement in a broad range of areas like democracy/human rights, humanitarian issues, economic and labour rights etc as we appraised and monitored grants to civil society. It also included advisory services to agency staff within the field of civil society collaboration. I also held the responsibility as the focal point for EU related matters (e.g. DCI Committee). Through working with a broad range of thematic areas, I gained a broad knowledge base in all areas of development cooperation.

I was part of a team of communication strategists, supporting the agency in the area of strategic communication in an advisory role. One of the major tasks when I joined the communication department was to set up a new system for collaboration with civil society within the area of information and communication. It included developing guidelines, agreements and assessment criteria for governmental support to civil society. This was successfully completed and implemented and later on integrated in Sida’s overall guidelines for support to civil society. As the work developed it also included contribution management and monitoring of civil society interventions mainly focused on strategic communication and advocacy.
