Responsible for administration and operations of the Franklin County Industrial Development Agency, Local Development Corporation, and Civic Development Corporation. Directs implementation of economic development strategy. Responsible for business attraction, retention and expansion efforts. Builds and maintains relationships with agency board members, elected officials, business owners and stakeholders. Provides technical assistance to business owners including coordination of review and approval of business loan applications. Negotiates and coordinates board review and approval of business tax incentives including payments in lieu of taxes, sales tax, and mortgage tax exemptions. Manages portfolio of agency-owned properties. Develops agency budgets and oversees agency finances. Prepares and submits required budget and annual reports to the NYS Authorities Budget Office. Develops and ensures compliance with agency policies and procedures. Writes and administers grants. Markets agency properties, incentives and loan fund. Developing countywide main street revitalization program. Implementing merger of the Franklin County Economic Development Office and the IDA to create a single countywide economic development organization.

Teaches NRS 331 Land Use Planning course to classes of up to 45 students. Develops syllabus, selects required textbooks and instructional materials. Records attendance and grades using web based attendance and grading system. Interacts with students before and after class and via email and Moodle. Focuses on student interests, current events, and real life experiences to enhance discussion and learning. Promotes student skill development through individual and group projects and class presentation assignments. Utilizes various media to enhance instruction.

Directs, oversees and implement all activities of the Community Development Department including economic development, downtown revitalization, housing, planning, zoning, code enforcement, and grant writing and administration. Fields questions & provide technical assistance regarding grants, infrastructure, business assistance, and home improvement assistance from trustees, village staff, business owners, and homeowners. Oversees implementation of new development code. Writes grant applications for the Village and administers awarded grants. Helped secure over $17 million in grants and loans for the Village. Administers community development funds. Solicits and oversees contractors for community development projects. Writes new and revises existing village laws. Prepares annual Department budget. Assists in improvement of Village IT capabilities. Assists with Village public relations. Advances the Village’s GIS & GPS capacity. Leads efforts to implement regional economic development strategy. Member of the Adirondack Economic Development Corporation Loan Committee. Created code enforcement office within Department and supervises code enforcement officer and administrative assistant. Guided the creation of the Parks & Trails Advisory Board and Downtown Advisory Board. Provided staff support to local development corporation. Guided development and oversees continued improvement of Village website and social media campaigns. Assisted in attraction and relocation of two biotechnology companies to historic buildings in downtown Saranac Lake. Managed the development of an updated comprehensive plan, development code and bicycle and pedestrian trail master plan.

Initially employed as a planner and promoted to economic development planner in 2005. Recognized for competency in many aspects of planning and economic development including planning and zoning techniques, comprehensive plan development, agriculture and open space protection, economic and industrial development, site selection, environmental policy, GIS, GPS, and grant writing. Developed, implemented, and managed stormwater outfall mapping program including hiring and supervision of interns; provided municipal shared services technical assistance to Council of Governments; created and maintained Council of Governments website; assisted in oversight of wastewater feasibility study; coordinated redevelopment planning for former military supply depot; produced maps for government agencies, public, and municipal comprehensive plans; assisted municipalities in developing comprehensive plans; analyzed and commented on development projects subject to county review; completed revision of Agricultural District Report; developed and submitted grant applications; interacted with public and municipal leaders and fielded questions related to planning, economic development, and municipal government; conducted land use and data analysis using GIS; and conducted research on economic development, planning, and local government topics.
