Formerly MTCSC, Inc.Provided Technical and Engineering Support Services for the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) Program at the Aviation Combat Element (ACE) lab located at Marine Corps Tactical Systems Support Activity (MCTSSA). Over 15 years of combined experience in the analysis, development, operation, Joint Interoperability testing, evaluation methodologies, and Navy and Marine Corps tactical operations requirements. Primary areas of responsibility are the Integration, Validation, Interoperability Certification Testing, and Analysis of C4I and other Tactical Data Systems (TDS). Experienced in message implementation in Marine Corps and Navy Tactical Systems, Performs Pre-Test Support, Test Monitoring, Post-Test Analysis (Analysis and Problem Change Report/Trouble Reports), and Test Review Support that define the policies and procedures MCTSSA will use to perform C4I system interoperability and test certification for the JINTACCS program. The Joint Interoperability Test (JIT) process is the program sponsored by the Joint Interoperability Test Command (JITC) in which Joint and Coalition services participate to achieve Joint Certification to operate the services various Tactical Data Systems (TDS) for areas pertaining to Tactical Data Link (TDL) capabilities (Link-11, Link-16, and JREAP-C).

Experienced in technical disciplines and military communications environments. Over nine years daily “hands on” experience in the maintenance and operation of various tactical and shipboard communications platforms and test equipment used commercially or by the Department of Defense (DoD) services. Provided daily technical expertise and support in the troubleshooting, resolution and documentation of system problems. Experienced in test, evaluation and analysis in a multiple system test environment at the Combined Test Bed (CTB), Systems Integration Laboratory (SIL) and the Taiwan Integration Facility (TIF) labs. Performed general maintenance operations and support of complex tactical communications, data processing and related equipment, components and systems. Interfaced directly with customers to correct system performance issues.

Provided a broad and diverse range of engineering and test services in support of numerous Joint Test and Evaluation programs and engineering disciplines in the Combined Test Bed (CTB) and Systems Integration Facility (SIF) at SPAWAR Systems Center, San Diego. These services included test and engineering support for Tactical Data Link Interoperability, MIDS/JTIDS/CDLMS/JSS System Design, Test and Evaluation, CEC and TADIL Operations, Tactical System Training, and Combat Systems Integration and Design.Evaluated the NGC2P (version 3.4x), with Joint Range Extension Application Protocol (JREAP) C capability, as operationally effective and suitable for fleet use on all U.S. Navy Model 5 AEGIS combat system-equipped ships as based upon findings from the Operational Testing (OT) onboard USS Port Royal (CG-73) and USS Hopper (DDG-70).

Served as ships Multi-TADIL Track Data Coordinator (TDC) responsible for maintaining ship's data link operations by providing the Commanding Officer an accurate overview of the US Navy Southern California tactical picture and the Atlantic, Gulf of Mexico, Caribbean, and Pacific theaters. Provided technical and tactical expertise of Multi-Link operations to support the North Arabian Gulf combat zone for air defense tactical awareness. The quality and reliability of the Multi-Link network provided was a major contributing factor to Antietam’s success as the CTF 50 Air Defense Commander and CTF 58 Flagship in support of Maritime Security Operations in the North Arabian Gulf combat zone.

Directly responsible for and managed all aspects of systems integration and operation for Multi-Tactical Data Links (TDL) during aircraft operations, greatly enhancing the situational awareness for EASTPAC Link participants. Coordinated with the Air Warfare Supervisor to ensure optimal situational awareness during combat operations in support of Operation Iraqi Freedom as a Tactical Information Coordinator.Operations Specialist (OS) advise on shipboard warfare operations and navigation; maintain Combat Information Center (CIC)/Combat Direction Center (CDC) displays and provide strategic plotting for warfare areas, weapons control, and navigation; operate surveillance radars, identification equipment, communications equipment, and associated Command and Control equipment; interpret and evaluate radar presentations and tactical situations and make recommendations to senior leadership; apply current procedures and doctrine to CIC/CDC operations as specified by Joint/Allied/U.S. Navy publications and instructions; and display and disseminate tactical information during Surface Warfare (SUW), Air Warfare (AW), Submarine Warfare (USW), Amphibious Warfare (AMW), Mine Warfare (MIW), Littoral Warfare (LW), Naval Surface Fire Support (NSFS), and Search and Rescue (SAR) operations.
