I focus my legal practice on helping clients manage and properly apply Canadian Sales Tax laws including The Excise Tax Act (GST/HST), the Quebec Sales Tax Act (QST) as well as various provincial sales taxes, tobacco taxes, fuel taxes etc. I provide tax advice with respect to the application of sales taxes to the sale of goods, services and real estate transactions. I also help clients identify and understand their tax risks through due diligence reviews.In addition, I also represent clients under government audit - such as the Canada Revenue Agency. I assist client's with the preparation of their tax returns, as well as tax refund and rebate applications. Finally, I also help clients file tax returns and rebate claims as well as helping them identify and claim missed tax credits.Although I am based in beautiful Halifax, Nova Scotia Canada, I enjoy assisting clients across the globe manage their Canadian sales tax obligacations.

With over 15 years of indirect tax experience, and a particular focus on the Wholesale and Retail sectors, real estate income trusts (REITs), mergers and acquisitions and public sector bodies, I proactively advised clients and also assisted them with audit defense.

As the Head of Tax for Sobeys Inc. and publicly traded parent company Empire Company Limited, I led a team of more than 15 professionals providing strategic advice to the Senior VP of Finance and the Chief Financial Officer. I was responsible for oversight of all aspects of my department including budgeting, strategic planning, risk management and human resources. Departmental responsibilities included tax planning, tax compliance, tax accounting and tax risk management. In addition to Canadian and international corporate taxes, I was also responsible for the oversight of Canadian and international commodity taxes, customs and environmental stewardship programs.I was responsible to develop, mentor and guide the team. In addition, I provided tax guidance and strategic advice to Sobeys leadership team. I led and/or participated in numerous special projects initiated by senior leadership and advised senior leadership on the tax and functional aspects of contemplated business transactions.Specifically, this involved:• Working with and leading cross functional teams made up from members of Finance, Accounting, Legal, Risk Management, IT and HR to implement the strategic vision of the leadership team.• Directing and managing relationships with external legal counsel as well as tax and accounting professionals.• Overseeing preparation of domestic and international income tax and indirect tax filings.• Managing and develop staff and creating a positive environment where they are challenged, motivated, and groomed for advancement within the department.• Driving process improvement initiatives around streamlining the tax provision process and other potential tax process improvements. • Collaborate with finance, legal and business development groups on due diligence for any potential M&A activity.• Communicate with and educate executives on tax implications of various matters including any changes to the business and new tax legislation.

As the Head of Indirect Tax for Sobeys Inc. ( and parent company - Empire Company Limited), I was responsible for managing Sobeys global indirect tax obligations including GST/HST, PST, QST, Value Added Tax, Sales and Use Tax, Environmental Handling Charges and Environmental Stewardship Programs. I managed a team of more than 10 professionals as well as external accountants, advisors and internal and external legal counsel.The Indirect Tax department was responsible for preparing and filing approximately 200 tax returns per month, as well as related accounting entries and payment procedures. In addition, I acted as the subject matter expert with respect to the goods and services tax, and worked closely with a wide range of other departments to ensure Sobeys is compliant with the applicable sale tax legislation. I also oversaw all contact with government tax authorities, and handled all government audits, objections and appeals where required.In addition to managing the day to day activities of the department, I also advised on a number of major projects including:• Purchase of Canada Safeway ($5.8B asset acquisition);• Disposition of certain Canada Safeway real estate, store operations and manufacturing operations ($2.5B asset disposition) ;• Purchase of Shell Canada’s wholesale and retail fuel operations in Quebec and Atlantic Canada ($250M asset acquisition);• Disposition of Empire Theatres;• Major internal corporate reorganizations.• Implementation of SAP in Sobey’s Thrifty Foods, Quebec and Safeway operations; • Lead role on a number of tax projects including the implementation of HST in several provinces, as well tax rate changes; and • Centralizing the Environment Stewardship function previously handled by numerous departments into a single area of expertise.

As a solicitor with the Halifax Regional Municipality, I prosecuted quasi-criminal offences as well as municipal by-law offences in Provincial Court. I was the Solicitor assigned to the Freedom of Information and Privacy of Privacy (FOIPOP) working group. I was also involved with Civil Litigation files and regularly wrote reports for senior lawyers and Municipal staff. After my full time employment ended with the HRM, I continued as a per diem part time prosecutor.
