The not-for-profit Partnership combines the intellectual and financial resources of the private sector, the Chowan County government and the Town of Edenton to enhance the vitality of the entire community. Its focus is on increasing tourism, retirement relocation, economic development and improvements to the local work force. Founder of this 501 (c)(3), not-for-profit corporation devoted to improving the bicameral and bipartisan operations of the US Congress. Conducted four bipartisan congressional retreats and numerous Forum for the bipartisan discussion of emerging issues. Continues to study the challenges of leading public policy change in the public arena.

The Commission, created in 1961 by the North Carolina legislature, is devoted to preservations of the stories and architecture of Chowan County including education about the nationally significant leaders of the Revolution and the creation of the new nation's government. The Commission own's, manages and maintains the Barker House in Edenton, NC. The House was the home of Penelope Barker, the first woman in the colonies to have the courage to organize a public protest against British oppression. The event, now known as the Edenton Tea Party, is the first recorded political action by women in what is now the USA.Climer was appointed to the Commission by Governor Perdue in 2009 and retained by Governor McCrory. Climer was elected chairman of the Commission late in 2009 and reelected chairman in 2011 for a second, two-year term. After deciding not to seek reelection as chairman, he agreed to serve as Treasurer during the 2014-15 term.

Former Member of the Board of the Chowan County Tourism Development Authority that promotes tourism to Edenton and Chowan County, NC. Reappointed by the Chowan County Commissioners for a second term ending in 2013 and twice elected by peers to serve as Vice-Chair.

Edenton was founded in 1712 and in 1713 became the first Capitol of the newly defined North Carolina. This small town produced signers of the Declaration of Independence, the Constitution, a member of the first US Supreme Court, the godfather of the US Navy and the first woman to organize a political demonstration: Penelope Barker. Member of a Congressionally created commission studying the effectiveness of US foreign assistance programs and ways to make them more effective. Traveled to various assistance sites in Africa and Latin America and participated in commission working sessions and the drafting of the final report.

The Institute does not advocate public policy positions. Planned and conducted around 30 congressional planning retreats for staff and Members of the US House and US Senate.
