Hired by the UN Peacebuilding Support Office in New York (PBSO) to provide liaison support, analysis and technical expertise to $15m UN Peacebuilding Fund (PBF) in Liberia. Supported five-person secretariat team in supporting Joint Steering Committee in the award and oversight of a portfolio of 22 grants in democracy, good governance, peacebuilding, rule of law, and human rights. This included proposal evaluation, grant administration (including financial reporting), technical coordination and support, and performance reviews. Provided direct technical advice to UN agencies for their PBF projects, including theory and design as well as implementation and monitoring. Managed the start-up and initial functioning of national Peacebuilding Office in Ministry of Internal Affairs (a UNDP project of $1.2m over 18 months) including hiring and training of staff, procurement, and financial, administrative, and personnel management policies. This included the hiring and management of numerous international and regional consultants to implement project components. Created diverse reporting and management systems to respond to the multiple oversight bodies including UN, donors and Liberian government. Lead project design and delivery of two major peacebuilding initiatives of the Liberian Government:a. Conflict Sensitivity Program: Training and coaching for Ministry leadership to mainstream Conflict Sensitivity into delivery of government’s Poverty Reduction Strategy.b. Peace Huts Program: Construct and promote community utilization of 30 Huts at District HQ to support local dialogue, reconciliation, democracy and decentralization.• Produce analysis, talking points and briefing notes for senior UN and Liberian officials on conflict issues covering good governance, rule of law, peacebuilding, reconciliation, human rights, and democracy.

• Led transformation of a single project into a comprehensive country program with four separate functional areas. • Overall responsibility country strategy and implementation, including staff management (14 staff, plus consultants), financial management, donor and organizational relations, fundraising, and M&E. • Provided strategic leadership to HQ on private sector and economic dimensions to conflict in the Asia region. • Supported research for publications on local business and peace efforts and conflict sensitivity toolkit.• Successful initiatives included:a. Generation of $1m in annual project funding for four yearsb. First ever national survey on Corporate Social Responsibility in Sri Lanka c. Fielded national team of conflict advisors to promote local democracy and development policy through research and facilitation amongst government, civil society, the private sector, and non-state actors d. Secured funding and commitments for track-two political dialogue supported through policy research and analysis. e. Development of Business for Peace Alliance (a national peacebuilding alliance of regional chambers of commerce) to a status of financial and managerial autonomy.

Colombo District, Western, Sri Lanka

• Sri Lanka Project In-Country Director; responsibilities included managing staff of seven (plus research and consultants), budgets (up to $1m /year), donor reporting, new proposal development, monitoring and evaluation. • Successfully implemented the project utilizing a variety of skills including facilitation, training, research, analysis, partner relations (UNDP/Government), relationship building and diplomacy, all with leaders from multiple sectors. • Successful initiatives included: 1) creation and development of the Business for Peace Alliance (BPA); a national alliance of regional Chambers of Commerce with the mission of peacebuilding and reconciliation; 2) developmental contributions to Sri Lanka First, a coalition of big business leaders in Sri Lanka, including facilitating relationships with the Government, non-state actors, and international peacebuilders from South Africa and Ireland. • Strategic advisor to other Asia projects for the Business and Conflict Programme including Nepal and the Philippines. Project aims were to develop private sector peacebuilding capacity through facilitation, sustained dialogue, relationship building, shared learning, and education of private sector stakeholders.
