I offer 30 years of Program Management (DOD and DOT) and Management Consulting experience, principally focused in the areas of commercial driver, heavy truck, motor carrier and highway safety. I have originated, developed and led dozens of human factors projects addressing a broad array of topics including truck driver training, commercial driver health and wellness, driving simulation and onboard vehicle technologies. Throughout my Federal career, I received dozens of awards for innovation. At DOT, I also served as a Contract Manager (Certified Contracting Officer Technical Representative). I am a published cartoonist and comedy writer; I see things differently. Of particular note, I initiated, developed, sold a proposal and conducted research on the feasibility of implementing an electronic health record (EHR) for commercial drivers. In addition, I led and participated on several University-based Peer Review Teams which evaluated a broad spectrum of project deliverables for technical accuracy and statistical sufficiency. I also worked on the final development of an electronic project management system and advised on the launch of this product. My clients include Virginia Tech, University of Iowa, Washington State University, RAC Management Services, Pacific Institute for Research and Evaluation and MaineWay Services. As a Consultant I have also developed marketing/branding strategies for several businesses including Catalina Floor Care, Flavor of India and Stand Up Scottsdale Comedy Club.

Project ManagerDod, Military Traffic Management Command May 1981 - Jan 1989Falls Church, VaManaged the evolutionary development of the Mechanized Export Traffic System (METS) and the Automated Carrier Interface (ACI) System. METS provided automated support for the offering, booking and release of DOD cargo for shipments overseas. ACI was the computer-to-computer exchanges of transportation data between MTMC, the Military Sealift Command the participating ocean carriers utilizing Electronic Data Interchange (EDI). Responsible for the day-to-day management of METS and identified systems enhancements to improve systems functionality and organizational effectiveness of the Command. Formulated, led and documented the results of complex System Acceptance Test prior to the implementation of planned system upgrades.Prepared technical correspondence and operation policies and procedures. Pioneered the use of EDI within MTMC and DoD by working the Transportation Data Coordinating Committee, EDI, Inc. and the Transportation System Center to define and develop the intricate EDI transaction standards and operational procedure for implementation. Prepared Memorandums of Understanding, negotiated and defined statements, specified deliverables, and timetables for the completion of tasking requirements. Tracked the financial progress of the involved project consultants. Originated, developed, tested and implemented a comprehensive marketing strategy to which dramatically improved the effectiveness of the Joint Military Astray Freight Program, saving DOD over $8 million in its first year of operation. Received the prestigious DOD Productivity Excellence Award from The Secretary of Defense in a special ceremony at The Pentagon. Co-originated and co-wrote a cartoon series that was published monthly in Translog, an internationally distributed publication.
