Swire Pacific Ship Management/The China Navigation Company• Senior Manager, Marine Personnel (SPSM) is responsible for all aspects of fleet manning for CNCo’s Container /MPP /Bulk Vessels.• Deputy to the GM Crewing, Operations, Safety and Training and in his absence to provide strategic guidance and direction.• In Charge of development of Marine manpower resources and capability to meet Company’s strategic objectives. • In charge of a team of Marine HR Specialists that cover recruitment, deployment of marine staff, maritime training and competency management and ensure that the fleet is effectively and suitably manned with suitably qualified crew in order to meet the requirements of the International convention –STCW / MLC and the vessel’s flag requirements and the vessel’s Safe Manning certification.• Appointment and Management of Manning Agency resources and performance monitoring and tracking.• Develop and execute a cadetship and career development Program in which the training and developmental needs of the cadets and officers are looked after.• To ensure that progression and training of the cadets and trainees including junior officers/ engineers are monitored and planned to ensure successful completion of their training requirements in order to cater to the growing needs of manpower for CNCo• To manage the training requirements of the entire fleet of vessel in terms of competency development, career progression and statutory requirements. • Cost Management: To prepare Budget plan, manage and control all cost associated with Manning related activities within the Fleet and to ensure that all cost incurred is within the prescribed budget.

Reporting to the COO , leading a team of Global Marine HR experts to provide high quality in-house manning for an advance and Modern fleet of Offshore Vessels .Prepare and implement Vessel budget with various stakeholders to ensure that Budgeted VOC’s are within the revenue stream .• Ensure vessels are complying with Charterers requirements as per Charterers requirements and ensure they are properly manned for the Operation required.• Ensure fleet is manned with qualified and competent seafarers at all time, complying with STCW95, ILO, MLC and Flag State requirements.• Ensure that all vessels that require are manned with appropriate qualified DP officers in conjunction with IMCA and NI requirements.• Develop, review, negotiate, and maintain relationships with manning and recruitment agencies• Create and Review of salary scale for all sea farers on various types of Vessels• Ensure that all Regulations and Legislations are complied with.• Preparing the Budget for the entire fleet for Marine HR, including Forecasting.• Negotiating and establishing CBA with local trade Unions and ensure compliance with Local requirements.• Ensuring that all requirements with regards to training and Certifications are complied with• Monitor the sourcing and recruitment of seafarers.• Review appraisal reports and effective monitoring for personnel improvement and promotion.• Provide Employment Offer in accordance with the approved salary scale• Ensure all sea staff are certified/ medically fit and suitably qualified and have the requisite experience for the appointment with consideration for contractual and client requirements.• Ensure all seafarers hold appropriate visas / work permits where required.Ensure most economical, efficient and expeditious transfer of personnel.•Day to day management of assigned 'Crewing Team'•Ensure crew Payroll process are setup and complied.Regular review of onshore work processes to ensure compliance to new regulatory requirements.

•Reporting to the General Manager Operations and responsible for the day to day Operations of the fleet• Issuing Voyage orders, vessel performance tracking and fuel consumption optimization.• Ensuring that Vessels are operated within the specified fuel parameters and in compliance with the requirements specified in the Charter party• Vessel performance and fuel consumption optimization analysis and implementation of solutions.• Provide Operational inputs to the Chartering team during tendering and finalization of Charter Party.• Co-coordinating with clients on Holistic vessel operations and performance requirements• Co-ordinate and lead the Emergency Response team and liaison between the different stakeholders during Crisis. • Ensuring vessels are delivered and redelivered to clients as per the Charter Party agreement on time within the defined window period.• Dealing with port officials, terminals, charterers and owners representatives.• Implementing company strategy as well as Safety and Environmental Policies• Ensuring Vessel performance according to Client Requirement• Effectively planning and implementing shipboard operations in co-ordination with Ship staff.• Attending to Client Inspections/ Suitability Survey/Marine warranty• Surveys/OSVIS/OVID and other industry required inspections.• Ensuring Vessel Complies with all related international Conventions and Regulations• Monitoring the Vessel Certification and ensure valid certification on board• Review performance of Senior Officers on board, Carrying out briefing/de-briefing of senior officers.• Identify needs and carry out crew training as required.• Continuously monitoring of vessel’s performance and requirements.• Implementation of ISM including ISO 9001 and ISO 14001(environment management.)• Assisting in review of safety and environment management system manuals and procedures.• Arranging and coordinating vessel repairs at Shipyards and anchorages as required.•c.
