Contract Instructor for Legal Accountabilities for Operations and First Nations Culture and Protocol courses. Provide research, review, and drafting support for Indigenous themed projects on an as needed basis.

Lead facilitator on a variety of strategic planning initiatives for all elements of the Nunavut Arctic College-Memorial University Partnership with the three key objectives of increasing the suite of post-secondary programs in Nunavut, facilitating opportunities for applied research consistent with Inuit Qauijimajatuqangit, and developing institutional capacity. Chair, member, or support on a variety of joint pan-institutional committees for a wide variety projects and programs including the Nunavut Teacher Education program, the Nunavut Bachelor of Social Work program, Bachelor of Environment and Sustainability articulation agreement, joint Marketing and Recruitment operations, joint Registrar’s working group, Fisheries Training working group, and overarching Standing Partnership Committee. Position includes everything from partnership and contract negotiations to funding applications for new programs and projects.

Led an interdisciplinary team of 6 positions across 2 divisions and managed a $1.2 million-dollar annual budget. Drafted Cabinet and Financial Management Board submissions as well as acquired and prepared supporting documentation for high-level government decisions. Prepared communications for and on behalf of the Minister Responsible for Nunavut Arctic College including briefing materials, official correspondence, and minister’s statements in addition to being liaison for the Minister’s Office on special requests. Led the development of new policy, protocols, and processes across a wide variety of topics pertaining to post-secondary education, professional development and training, communications, and operations at Nunavut Arctic College. Facilitated strategic planning efforts for the College along with other senior leaders including but not limited to drafting multiple 3-Year Business Plans and the College’s Inuit Employment Plan. Represented Nunavut Arctic College on several high-level committees including the Policy Officials Committee, the Makigiaqta Inuit Training Corporation Advisory Council, and the Senior Education Team. Acted as required for both the President and Vice-President of Nunavut Arctic College as required.

Position title transitioned to Director, Policy and Strategic Planning

Lead on evaluations of and policy analysis for adult education, training projects, and post-secondary programs in the Territory of Nunavut. Assisted in a number of critical strategic planning and evaluation files for the Department of Education’s Advanced Education Division including the Inuit Employment Plan and Language of Instruction assessment. Sat on a variety of departmental and interdepartmental committees on a variety of topics. Engaged in data analysis for labour market projects, internal departmental projects, or key strategic decisions. Drafted briefing notes on items for the Advanced Education division.

Provided in-depth analysis and policy recommendations for implementation of the 2008 Nunavut Education Act with a particular emphasis on best practices for bilingual education within the Department of Education’s specific Language of Instruction requirements. Acted as principal researcher and subject matter expert for a number of critical policy papers including Nunavut University Feasibility Study 1 and 2 as well as Language of Instruction Capacity paper. Prepared presentations on key Education Act subjects for stakeholders that were either internal or external to the Government of Nunavut. Sat as required on committees or working groups.

Managed a combined operation budget of $1.075 million across both portfolios, lead a team of 5-7 staff members, and supervised 2 off-site facilities. Project manager for a number of special projects to improve Hamlet operations with funding from external parties. Directed additional community level fundraising efforts as well as proposal and grant writing to offset additional operational costs. Managed a variety of contribution agreements across both portfolios with a variety of external partners including Health Canada, Justice Canada, Indigenous and Northern Affairs Canada, Public Safety Canada, the Kakivak Association, and the Government of Nunavut’s Department of Economic Development and Transportation. Reported to the Senior Administrative Officer as well as Mayor and Council on a variety of economic development and youth issues.
