Created Blue Harbor Associates, a business strategy consulting firm, and partnered with The Keel Group legal firm in Virginia Beach, VA to provide business planning and strategy advice for firms looking to grow through partnerships and acquisitions.

Led a distributed team of 54 supervisors/employees/subcontractors at 6 locations in the Systems Engineering and Flight Upgrade design task of the DDG 51 program for NAVSEA PEO Ships. Responsible for technical engineering analysis and design for all Hull, Mechanical and Electrical systems on new construction ships and the new Flight III design. This includes assembling a talented team of engineers, analysts and subcontractors to support the NAVSEA05 Ship Design Managers, Systems Engineering Technical Director, Flight Upgrade Design Director as well as the DDG 51 Program Manager Representatives at the Supervisor of Shipbuilding. Corporate responsibilities include business development, budget creation, acquiring, training, and supervising staff. Key business development roles resulted in the award of $146M in contracts providing technical services and administrative support for various NAVSEA programs.

Provide direct support to NAVSEA 05 Ship Design Manager (SDM) at the Washington Navy Yard. Investigate and resolve ship design or ship system deficiencies or potential deficiencies, or alleged problems with the ship class in any/all technical disciplines. Participate in the SDM weekly staff meetings to review ship and program scheduled events requiring technical support, provide status of assigned action items, review other technical issues and discuss the pros and cons of proposed changes to the ship design or subsystems and/or components. Review proposals from the shipbuilder or others and provide comments and recommendations for action. Prepare draft technical presentations and provide input for other presentations such as the Monthly Technical Issues Review that the SDM provides to the Program Manager and special presentations to OPNAV, The Fleet, and other navies or government agencies. Lead a team of five engineers in supporting client projects.

Clients included Naval Aviation Enterprise: I was the lead financial analyst for the Naval Aviation Enterprise Current Readiness team reporting directly to the Commander of Naval Air Forces, Atlantic Fleet. I developed and executed innovative cost analysis tools and processes to identify inefficiencies and reduce waste utilizing lean principles. This included assisting the individual senior military teams and program managers in capturing the main financial issues and educating them on the methods to reduce cost for their programs. I utilized my project management skills to successfully plan and execute the Naval Aviation Enterprise Annual Summit in 2010 receiving an individual performance award.FLTCYBRCOM As the Requirements Rationalization Lead I developed a process re-engineering plan for navy IT requirements starting with a current state analysis and future state roadmap. Included comprehensive evaluation and research into Navy IT procurement and fulfillment processes, tools and governance. Identified overlaps and gaps which allowed the client to achieve greater approval rates at a reduced cost. Prepared presentations to manage schedule and phased implementation of the new IT approval process.Navy ONE-NET Team Developed a Systems Integration Cost Model which includes data validation travel costs and complexity triggers which affect the final cost. Required working with a remote team located throughout the US to meet development deadlines and model specifications.Force Structure, Resources, and Assessment Directorate J-8 Provided analysis and briefing material for presentation to the readiness team. Researched Army training command and mobilization timelines which informed the team on different readiness approaches and their consequences. Received a Booz Allen individual recognition award for the support of the J8 critical analytical requirements research presented to the Joint Requirements Oversight Council (JROC).

Researched, developed and executed over 20 test procedures for testing various complex systems on nuclear aircraft carriers. These comprehensive system level evaluations are developed by referencing ship specifications and require detailed technical analysis of design drawings. The test plan is then accomplished onboard ship under my direction by US Navy and shipyard personnel. Wholly responsible for the review and evaluation of final test data to insure completeness and quality of the test program before system turnover to Navy control. Performed technical manual and government document review for equipment under my testing responsibility to ensure test program accuracy.Managed the testing of topside systems during the overhaul of the USS Carl Vinson and USS Enterprise nuclear aircraft carriers. Executed the test plan by managing teams of up to 25 members in complex system wide test evolutions following strict safety and security requirements. Developed comprehensive technical briefings/presentations for senior management providing details on cost, schedule and status of testing containing risk mitigation plans and design issues. Managed test engineering team while underway during sea trials. Position required use of comprehensive project management skills from contract development to project completion.
