Working on a $10 million contract, I was a team lead supporting the E-Verify and SAVE programs within the US Citizenship and Immigration Services (formerly INS and now a part of the Department of Homeland Security). E-Verify is a federal system that allows employers across the country to verify the employment eligibility of new hires. SAVE is a similar system that allows any government agency to verify the immigration status (and therefore the eligibility) of non-citizen applicants for things like drivers licenses and government benefits. My biggest accomplishment during this time was leading the development of a 5 year strategic plan for these two programs. This plan provided everyone – from senior leadership to summer interns – a cohesive vision of where their programs were headed and how they were going to get there.Additionally, we established a streamlined registration process for the SAVE program, making it easier for state and local agencies to sign up and providing the federal government with a better way to manage its relationship with those agencies.Finally, we were successful in convincing our government clients NOT to implement a new system that would have converted a paper-based process to an electronic process. We determined that use of this paper process was dropping dramatically, and the cost of implementing the electronic process would be much more expensive than employing a couple of people to process the paper work. Our estimate is that we saved the government about $500K.

Instead, our department sold its expertise and access to pre-negotiated contracts to other federal agencies. In our case, the contracts (most recently Networx Universal and Networx Enterprise) were for companies like Verizon, AT&T, and Sprint to provide the federal government with services ranging from landline and mobile telephone services to web hosting and high-speed data transport services. The prices for these services were incredibly low, so it was worth it for federal agencies such as the Department of the Treasury and the Department of Homeland Security to pay our department a fee to use our contracts. The estimated value of the contracts for their ten-year life span is $10 billion.
