Responsible for organizing and implementing an instructional program for the academic program students in the regular classroom setting and meeting the duties of teaching as outlined in laws and policies.

Jesse Lunsford is in the fortunate position to be able to do what he does best which is find creative solutions to problems and build programs and departments to address them. With School Safety being an issue that is both important and contentious, the current challenge is to find a way to maintain a safe environment while also addressing concerns related disciplinary disparities and the overuse of the criminal system.

My responsibilities include maintaining a safe and secure environment for students, employees and visitors using the all hazards approach by helping to develop, establish and enforce safety and security policies, access control procedures, accident prevention efforts, support risk management efforts, fire safety, emergency management, asset protection, parking control and traffic enforcement programs.I currently serve as a Terrorism Liaison Officer in conjunction with the Colorado Information Analysis Center to increase information sharing between our organizations.

Provided law enforcement and police services to the school and investigated allegations of criminal incidents per police department policies and procedures. Enforced laws and ordinances. Made appropriate referrals to juvenile authorities or other governmental agencies. Worked to prevent juvenile delinquency through close contact and positive relationships with students. Developed crime prevention programs and conducted security inspections to deter criminal or delinquent activities. Established and maintained a close partnership with school administrators in order to provide for a safe school environment. Assisted school officials with their efforts to enforce BOE policies and procedures. Ensured school administrator safety by being present during school searches, which involved weapons, controlled substances or in such cases that, the student’s emotional state presented a risk to the administrator. Assisted school administrators in emergency crisis planning and building security matters. Provided a course of training for school personnel in handling crisis situations. Attended and participated in school functions building working relationships with the school’s staff as well as with student and parent groups.Developed and implemented classes in law related education to support the educational efforts of the faculty. Worked closely with teachers in designing and presenting law-related topics and the role of police in our society. Worked with guidance counselors and other student support staff to assist students and to provide services to students. Assisted in conflict resolution efforts. Initiated interaction with students in the classroom and general areas of the school building.

Performed as supervisor of the Patrol duty staff during an assigned shift, supervised patrol activities and assisted subordinates in handling major accident or criminal incidents. Advised staff on divisional policies and procedures and in points of law as they affect the uniformed patrol function. Evaluated manpower requirements for regular patrol services and special patrols. Performed patrol functions as well as other assignments such as serving warrants, transporting prisoners and mental patients, investigating accidents and criminal cases and making arrests when required. Reviewed field reports from subordinate staff, ensured that reports were thorough and accurate and evaluated the work performance of staff. Acquired and maintained state and federal grants for funding of law enforcement programs.

Conducted investigations involving personal and property crimes. Managed multiple concurrent investigations from arrest to prosecution including timely submission of case information to law enforcement superiors, office of the District Attorney and other local, state, and federal agencies. Gathered, documented, and evaluated intelligence information. Identified and interviewed victims, witnesses, and suspects. Coordinated investigative activities across multiple entities such as federal, municipal, and private agencies. Implemented process improvement measures related to data management aimed at providing quicker and more efficient access to investigative intelligence. Obtained Cyberscience training focused on query development within the software product aimed at more efficient data extraction from investigative reports. Organized and managed the Victims Assistance Program for Domestic Abuse to include victim interaction, data collection, monthly report submission, and department representation within the community.

Enforced all applicable codes, ordinances, laws and regulations. Executed arrest warrants, search warrants, and subpoenas. Responded to calls for service from citizens. Team leader for the Bicycle Patrol Unit which conducted community outreach to include public presentations related to safety concerns.
