Draft legislative bills, resolutions, and interim study proposals & research legal issues regarding health and healthcare, long-term care facilities, medical facilities, mental health, medical professions, medical marijuana, tobacco products, and Medicaid issues for the General Assembly of the State of Arkansas. Staff legislative committees and task forces relating to health and healthcare-related topics. Provide backup legal support in the areas of animals, commercial law, minerals, natural resources, oil & gas, pollution & ecology, social services, water resources & quality, and resolutions.

Review appeal requests to determine jurisdiction. Schedule and conduct administrative hearings pertaining to Arkansas Medicaid recipient eligibility, Arkansas Medicaid recipient overpayment & tax intercept, and nursing abuse with both pro se and attorney appellants. Draft and issue Final Administrative Orders for all hearings conducted based upon evidence and testimony. Analyze and interpret case law, statutes, and policy pertaining to issues in hearings.

Research, review, and decide on issues of deniability for Arkansas Medicaid Provider application. Assist in the appeal process by compiling exhibits and organizing the evidence as well as the audit report record procedure. Maintain and update RSPMI (Rehabilitative Services for Persons with Mental Illness) provider disclosure reporting database for Arkansas Medicaid compliance with federal legislation.

Research Arkansas and Federal health care and medical law to draft & edit the Arkansas Medical Society’s Physician's Legal Guide, 6th edition. Assist in pre-trial motion practice by working on litigation related documents.

Draft Pharmacy, Optical, and Clinic transactional documents and work closely with Outside Counsel on 50 Pharmacy Participation Agreements. Supervise administrative assistants, oversee case management for 400 cases between 7-8 attorneys, aid in hiring and placement, and revamp Outside Counsel process for department.
