*Strategy Development* - Set goals, develop strategies, implement plans, and measure progress for the President’s Emergency Plan for HIV/AIDS (PEPFAR). Work in close collaboration with senior management, State Department Coordinator, and other high-level government counterparts in defining key objectives and milestones for behavioral, structural and service delivery programs. - Work with teams at headquarters and in-country to interpret guidance, write analytic plans, and interpret results from multiple data sources. *Country Support* - Provide ongoing assistance to in-country teams in multi-disciplinary program design and results management. Guide teams in design of monitoring plans, establish routine program review, and quarterly assessment of performance in order to identify and address issues. - Conduct in-person and online small group trainings in Excel, Tableau, data visualization/literacy for country teams to improve program analysis, decision making, and follow up actions. - Provided coverage for Ukraine HIV team lead to ensure continuity of programs during absence.*Program Support* - Lead monitoring and data analysis for HIV testing services. Advise on measurement, data collection, analysis, visualization, and interpretation of results. Work with field staff to assess progress, identify gaps, and recommend improvements. Present analyses to HQ leadership and partners for decision-making. - Lead monitoring and data analysis for Finding & Engaging Men with multiple technical leads and multi-disciplinary interventions. Incorporate UNAIDS survey data into decision making tools and analyses. - Designed and documented a comprehensive approach for demonstrating progress towards Congressional legislative goal of producing 140,000 new health workers. Managed over $1.5 million knowledge management and measurement activities including product design, communication strategy, and tool development.

• Wrote advocacy strategy for global orphans and vulnerable children (OVC) coalition based on group consensus. Contributed to paper analyzing Monitoring & Evaluation (M&E) systems of major donors in HIV/AIDS.• Worked with the USAID Office of HIV/AIDS and the Office of the Global AIDS Coordinator in the design, review and refinement of indicators to monitor progress and measure results under PEPFAR. Provided technical assistance to multi-agency US government teams on performance measurement.• Provided targeted assistance to countries on M&E and reporting for PEPFAR and the Global Fund for AIDS, TB & Malaria across a broad range of HIV/AIDS program areas including: prevention of mother-to-child transmission, counseling and testing, antiretroviral therapy, and care for OVC. Conducted interviews, assessed data collection methods, and developed action plans.

• Implemented program to increase participation of the Office of HIV/AIDS Policy (OHAP) in the Department of Health and Human Services (DHHS) in international programs. Prepared briefing and issues papers on international HIV/AIDS issues for OHAP Director, Surgeon General, and other administration officials.• Tracked key issues and briefed senior OHAP staff on a range of international health issues and policies. Worked with staff to ensure consistency of messages among strategies and positions of OHAP and DHHS. Participated in multi-audience working groups to build relationships among DHHS agencies, government departments and private and public sector partners.• Managed OHAP participation in XV International AIDS Conference in Bangkok, Thailand. Established communications plan for team, liaised with senior Administration officials (Ambassadors, press officers, dignitaries), fielded press inquiries for OHAP team.

• Analyzed information and wrote lessons learned for public-private partnership in five developing countries. Designed and wrote reports analyzing the concept, structure, and leadership of program.
