Recognised as one of the country’s leading public lawyers, with particular expertise in EU and human rights law, Jessica acts for a wide range of clients, ranging from large companies, regulators, Government departments/the United Kingdom, other States, NGOs, and for private individuals. She has particular expertise in environmental and climate change law, energy regulation, EU data protection/e-commerce, tax law (particularly in the administrative court), regulatory and competition law. She regularly appears in international and domestic courts, with 15 cases in the Supreme Court, numerous cases in Luxembourg and Strasbourg. She recently represented the Klimaseniorinnen in the first case in the European Court of Human Rights in Strasbourg concerning State obligations to mitigate climate change. She also acted in the UK Net Zero litigation for Client Earth and in Friends of the Earth challenge to the UK decision to provide $1.15bn of finance to Total for its development of LNG in Mozambique. She represented the second Claimant in the Brexit litigation (Miller) and appeared on behalf of Open Rights Group and Privacy International in the DRIPA litigation in Luxembourg (Davis and Watson). She started practice in 1992 at Monckton Chambers, going on to found Matrix Chambers with 12 other barristers in 2000. Prior to taking Silk in 2013 she was a member of all three of the Attorney General’s Panels of Counsel. She is the original author and now Consultant Editor of ‘Human Rights Practice’, a qualified mediator, was in 2016 UK nominee for Judge at the European Court of Human Rights, is the Chair of the Bar European Group and a member of the Bar Council EU Law Committee. She is a member of the Circle, a charity set up by Annie Lennox and has authored three reports on living wages in the garment sector, the last of which proposed a draft regulation, which has been influential in legislation now being proposed by the EU Commission.
