Worked in business planning and evaluation, key policy files related to the TBS agenda including the government's "web of rules", and lead analyst on the ADM-level Management Policy Advisory Committee.

Provided strategic advice on a range of policy files, including climate change, and the Canada-wide Standards on mercury and particulate matter and ozone. Engaged in strategic work to develop federal-provincial agreements on the environment and to develop a vision for the Canadian Council of Ministers of the Environment

Work included coordinating preparation of Ministerial briefing notes for joint meetings of federal and provincial Ministers of Energy and the Environment. Major role in coordinating provincial, territorial and stakeholder participation at climate change negotiations in The Hague and Bonn. The Climate Change Secretariat no longer exists but reported to both Natural Resources Canada and Environment Canada.

Prepared policy positions for, and attended, the annual meeting of the Executive Body to the United Nations Economic Commission for Europe (UN ECE) Convention on Long-range Transboundary Air Pollution. Prepared briefing material for negotiation of the Protocol to Abate Acidification, Eutrophication and Ground-level Ozone. Member of the Canadian delegation to negotiating sessions in Geneva. Worked with colleagues in the UN Environmental Protection Agency to prepare the 1998 Progress Report under the 1991 Canada-US Air Quality Agreement. Prepared a report on federal and provincial requirements for stationary sources of air pollution in response to an official commitment under the agreement. Organized meeting of the Canada-US Air Quality Committee. Coordinated the Canadian input on Atmosphere for the Commission on Sustainable Development. Provided policy support to develop strategic direction on the management of hazardous air pollutants in Canada.
