In August 2021, assumed responsibility of the EBB Program and the establishment of and transition to the Affordable Connectivity Program. Currently lead a large team of attorneys and economists, and coordinate with various offices and bureaus within the Commission, as well as with the program administrator. Meet with stakeholders, including program providers, industry groups, consumer advocate groups, and state, local, and federal government agencies. Oversee implementation of the Affordable Connectivity Program, response to requests from stakeholders, and direction of ACP-related rulemaking proceedings. The Affordable Connectivity Program provides low-income consumers a monthly discount on internet service and a one-time discount for connected devices.

Senior member of team that established the Emergency Broadband Benefit Program (EBB Program). Responsible for drafting the order on an accelerated timeline that established the rules for the EBB Program. Assisted in directing the implementation of the EBB Program, and responding to stakeholder inquiries and requests.

-Subject matter expert on the FCC's Lifeline program.-Responsible for reviewing audit procedures and audit reports of eligible telecommunications carriers. Conduct rulemakings and draft Commission and Bureau-level orders related to the administration of the Lifeline program. Routinely coordinated with the Office of Economic Analysis, the Enforcement Bureau, the Office of Managing Director and the Office of the Inspector General on matters related to audits, Improper Payments Elimination and Recovery Improvement Act, and procurements. Reviewed materials created by the Universal Service Administrative Company (USAC) to ensure that the documents reflect Lifeline rules and requirements.

Focus on policies and proceedings relating to the ownership of broadcast stations and matters arising out of the Commission’s Comcast-NBCU merger order. *Assigned to the teams that reviewed the Comcast-Time Warner Cable Merger Application (MB Docket No. 14-57) and Time Warner- Charter-Bright House Merger Application (MB Docket No. 15-149).*Drafted Media Bureau order clarifying the Comcast-NBCU Benchmark Condition (DA 12-1950).*Coordinated with various Commission bureaus and offices in reviewing commercial agreements related to the Verizon/cable AWS spectrum deal.*Drafted Further Notice of Proposed Rulemaking seeking comment on proposals to improve ownership data collected via the Commission's Form 323 and 323-E (FCC 12-166).*Drafted regulatory documents and provide guidance relating to the Form 323, Broadcast Station Ownership Reports.
