Profile bio

About Jessica Chen

My background in science and early experiences in writing for diverse audiences served me well in my 7 years at a U.S. Federal IT contractor, most recently as a consultant and business analyst defining and managing scope of work for both design and implementation teams. I worked as both a Business Requirements Analyst and a Functional Tester as part of my role, bookending projects under my purview and ensuring coherent solutions that met my clients’ needs, both stated and implicit. My highly developed written and oral communication skills help me bridge the gap between technical needs and user needs in both directions. I have a demonstrated ability to transform dense jargon into easy-to-read text to meet federal ‘Plain Language’ requirements, as well as translate user stories or use cases to functional requirements and software specifications.I also take pride in my attention to detail and organized workflow, best exemplified in my employer’s successful bid for the U.S. General Services Administration’s HCaTS Small Business Multi-Award IDIQ (Indefinite Delivery Indefinite Quantity) contract, with a ceiling of $2.3 billion. I was the business developer and sole writer on this proposal and self-managed the project from start to finish, and it was among only 35 proposals nationwide to be awarded the contract.Outside the office, I enjoy the relaxing and deeply rewarding hobbies of Chinese calligraphy, Chinese brush painting, cooking, and crocheting. My latest project was a stuffed giraffe, which my nephew adores.
