OptimERA provides access to the internet in the Aleutian chain of Alaska, technical services in the community of Unalaska Dutch Harbor, and is rolling out a LTE carrier network. The company has provided voice and internet services in environments ranging from floating fish processing facilities, to public spaces using a walled garden hotspot service, to home broadband and commerical dedicated service. With the deployment of the new carrier OptimERA will be able to provide any communication need in the region. As a licensed engineer with broad background in programming and networking, I am able to fill a wide range of needs as the CTO for OptimERA. A selection of my duties and past projects include:- Currently Lead a development and engineering team deploying LTE Network- Act as interface between contractors, vendors, and service providers asssisting in the implementation of the LTE network- Designed, tested, helped deploy, and provide ongoing maintenance for the internet services business- Developed custom network monitoring and management software with automated notification and failover systems- Developed VOIP communications platform used by seafood processing plant personnel with minimal training in a high turnover environment- Developed processes to harden remote communications sites to reduce maintenance requirements under extreme weather conditions.- Developed novel satellite management system to achieve 99.95% uptime over a satellite link with a remote end subjected to 120+ mph winds and frequent blizzard conditions.

The regional engineer is a primary point of contact for engineering and technical matters regulated by the Washington State Department of Health. In the role the engineer must effectively communicate with audiences comprised of various combinations of concerned homeowners, to operators and contractors, to engineers and scientists. Critical skills for success were the ability to rapidly understand concerns of various parties and convey them while keeping public health and regulatory compliance in focus to maintain health and safety.Key Job tasks included:- Regulation and oversight of drinking water utilities- Assisting engineers developing appropriate project scope prior to design- Reviewing engineering reports related to water system infrastructure- Building relationships with communities, operators, local health, engineers, and other agencies- Responding to emergencies and health advisories- Performing Sanitary Surveys of Public Water Systems- Provide other technical assistance

Worked as a project engineer for numerous small water systems. Performed work from initial scope and assessment of community needs, to design and approval of engineering, bidding, and construction oversight for small water system projects. - Assisted communities in identifying, assessing, and prioritizing projects for various components.- Assisted water systems pursuing public and private funding mechanisms for capital projects.- Prepared operating and capital reserve budgets and rate structures for numerous small water systems.- Developed engineering design documentation for approval by local and state agencies for: New water sources, Water treatment, Pumping systems, Distribution System Replacement, Extensions and Upgrades Storage, Backup power systems, Prepared water system planning documents- Development of bidding documents (plans and specifications) for capital projects - Managed bid solicitation process for capital projects- Performed project management and oversight- Performed final certification of installation and commissioning of systems.- Developed rapid response notification system for automated, authenticated notification of large systems.
