 Effectively collaborated with the Technical Leadership team to align the employer portal with Blue Shield of California’s IT strategy; revitalized the existing portal application from a custom J2EE framework to an IBM WebSphere Portal that supports an intuitive presentation layer with advanced Web 2.0 features, integrates with external partner applications, and collaborates working sessions to resolve issues on design and development, reducing the number of meetings and allowing for a smoother developmental workflow.  Utilized a Hybrid Agile Methodology, a composite of the traditional waterfall model and agile methodology to ensure an on-time delivery of the 20:80 onsite offshore model project. Successfully delivered the project in two phases with both the phases being delivered with zero P1/P2 defects or zero client escalations on planning, execution, and quality of code deliverables. Optimized the usage of infrastructure components and reduced costs by delivering and supporting a new infrastructure architecture that was successfully introduced in the middle of the project.  Actively addressed numerous performance issues by employing the legacy Portal/Member Portal and Mobile App, to build capability to scale functionality. Employed WMB/Data Power to design and deliver the SAA Program (Shield Advance Acceleration) that allowed for the migration of users from Legacy to FACETS Eliminated a large amount of the manual work required to support Small Group business through the effective management of Shield Link, enabling straight-through processing of enrollment and maintenance transactions.  Provided oversight to the EDI Sterling Project to Onboarding new Trading Partners to transfer EDI files such as 834 inside and outside the Blue Shield California network.
